Every vote counts, a fact made clear last week when two candidates tied in a race for New Windsor Town Council -- a first in the town's 155-year history.The development perplexed officials when they discovered that nothing in the town charter addressed such an outcome.Wednesday night, the Town Council voted 3-1 to resolve the tie by choosing incumbent Paul Garver over challenger Samuel Pierce."Everyone would have preferred a runoff election, but the law doesn't let you do it," said Mayor Jack A. Gullo Jr. "Who wanted to have to deal with this?

New Windsor's second Community Watch meeting produced many comments and ideas on how to occupy the town's youth."We had a lot of positive input from agencies and citizens in the community," Community Watch coordinator Paul Garver said of Thursday night's gathering.Rather than complaining about New Windsor's young people, agencies and community groups presented programs for youth involvement to the standing-room audience of about 60 people at Town Hall.Representatives from the Carroll County Rec Council describedits programs, New Windsor's fire department and ladies auxiliary said teen-agers could become junior members, and two New Windsor churches -- St. Paul's United Methodist and New Windsor Associate Reformed Presbyterian -- collected information to start organizing youth groups, Mr. Garver said.

Garver appointment approved to New Windsor planning panelThe New Windsor Town Council approved the mayor's final appointment to the Town Planning Commission. Paul G. Garver, 43, became the sixth member of the commission during the monthly council meeting one week ago.Mr. Garver, a stock clerk for the county, is a lifelong resident of New Windsor. He graduated from Francis Scott Key High School in 1967 and is a member of the Linwood Brethren Church. He has been a baseball and softball for the New Windsor Recreation Council for 20 years.

All the seats on the New Windsor Planning Commission were filled as of Wednesday's council meeting. With the Town Council's approval, Mayor Jack A. Gullo Jr. appointed Paul G.
