Two all-star games tomorrow at Towson State University will serve as the centerpiece of the fourth annual STX National Junior Lacrosse Association Festival.The three-day festival, which begins today, has attracted 56 youth lacrosse teams from 17 states, including California, Florida, Minnesota and New York.New York also will send its leading crop of players with high school eligibility to take on Maryland's all-stars in the third annual New York-Maryland High School Challenge at 8 tonight at Minnegan Stadium.

Bob Mumma, UMBC's sophomore catcher from Rising Sun, has been named the Most Valuable Player in the East Coast Conference. He takes a .413 batting average, 14 home runs and 54 RBIs into the double-elimination conference tournament, which begins today at Mercer County Park in West Windsor, N.J.Two other Retrievers sophomores, outfielder Greg Elliott and designated hitter Greg Deares, joined Mumma on the ECC all-star team selected by the coaches. UMBC also had the ECC batting champion in John Burns, a sophomore shortstop from Owings Mills who hit .445.

Heavy traffic is predicted in downtown Baltimore and along Interstate 95 in the city this weekend because of the convergence of a series of events, including a national college lacrosse tournament at the Ravens stadium. The Maryland Transportation Authority is advising motorists traveling through Baltimore between 10 a.m. and 10 p.m. today through Monday to use the Baltimore Harbor Tunnel or the Francis Scott Key Bridge as an alternative to the Fort McHenry Tunnel. The heaviest traffic is expected on Interstate 95 south of the city approaching the Russell Street and Interstate 395 exits as well as city streets leading to the Camden Yards stadium complex.

Officers from the Carroll County Sheriff's Department, Maryland State Police and Westminster Police Department signed up to participate yesterday in the 1994 Law Enforcement Special Olympics Torch Run.The relay run is a fund-raiser for the Special Olympics Summer Games tomorrow and Sunday at Towson State University.Carroll's leg was from the Frederick County line on Route 26, east to Route 27 and then south to Mount Airy.More than 60 Howard County law enforcement officers were ready to take up the torch today outside Mount Airy, despite the hot weather.

Thursday's bad weather created a lot of havoc with Easter holiday tournaments in baseball, softball and lacrosse. Public school teams are not allowed to play on Good Friday or Saturday, which was the Jewish Passover.As a result, teams scrambled to play some games tomorrow or next weekend. Some games had to be canceled all together.The annual Annapolis (5-1) vs. No. 5-ranked St. Mary's (4-4) boys lacrosse clash was wiped out Thursday, and the two teams can't play tomorrow because of league commitments.

27th Annual Virginia Scottish Games Alexandria, Va., will show that it is forever plaid this weekend at the 27th annual celebration of the area's Scottish past. Bagpipers will entertain an expected crowd of more than 22,000, while clan societies, genealogy groups and living-history actors celebrate Scottish heritage. Athletes will compete in Highland games, including the caber toss - flipping a log the size of a telephone pole end over end. The festival also features a British car show, children's games and dancing.

Many of the top cross country runners in the Middle Atlantic area will be chasing Hurricane Isabel out of town tomorrow at the eighth annual Bull Run cross country meet at Hereford. Hereford athletic director Mike Kalisz said yesterday that the three-mile course is in great shape and that it should sustain whatever rain Isabel dumps on it, provided the hurricane is gone by tomorrow morning as forecast. "With the hills on the course, it does drain pretty well," said Kalisz, who serves as meet director along with John Roemer.
