It's hard to argue with the choices made by Gov. William Donald Schaefer to fill two slots on the Baltimore County school board.But it's not so hard to knock the way he made those choices.Both Sanford V. Teplitzky and Mary Katherine Scheeler, the newest members of the nine-person volunteer panel, appear to be well qualified. Both are lawyers who have been generous in giving their time to their communities. Both have sent their own children to Baltimore County public schools. Both seem committed to doing the kind of work that should help restore public confidence in the school board.

Appearances by Georgia Tech and Pitt would have sold out Memorial Stadium and provided a handsome payoff for the Terrapins.* Stupidity of the year award: to Larry Bird fanatics who are circulating petitions to have his face sculptured into Mount Rushmore, so he can join George Washington, Thomas Jefferson, Abraham Lincoln and Theodore Roosevelt.

Recurring problems with the shot clock and scoreboard at the Baltimore Arena prompted a visit to yesterday's Washington Bullets-Atlanta Hawks game by Matt Winick, the NBA's director of game operations.Based on his observations, Winick could recommend to league officials that the Bullets discontinue playing games in Baltimore next season.After less than eight minutes had elapsed in the first quarter, the shot clock malfunctioned. Because of past problems, the Bullets had two auxiliary 24-second clocks ready to be installed in the corners of the two baselines.

Burke's absence 'unbelievable'Unbelievable. That was my reaction to Tim Burke's absence from The Baltimore Sun's All-Metro football team.Tim finished the season No. 2 in the area in passing, with a completion rate of 70 percent. He led his team to an 8-2 record (16-4 over the last two years) and ran an offense ranked among the area's top 10 throughout the entire season.Two of his teammates, Mike Graebner and Tex DeLeon, respectively, finished in the area's top 10 in receiving and rushing.

MINNEAPOLIS -- The Maryland Stadium Authority has steered clear of hosting NFL preseason games in Baltimore for two principal reasons:(1) The city has a proven track record for supporting the Colts during their glory years;(2) Because the authority wants to conserve its resources within the business community.Now perhaps the authority will have to re-examine its position on preseason football.Two NFL executives who requested anonymity suggested yesterday that the city might enhance its chances of gaining one of two expansion franchises in 1994 by holding an exhibition game at Memorial Stadium.
