The $1 million fine levied by the Maryland Department of the Environment against Constellation Energy Group and the operator of an Anne Arundel County sand and gravel pit that's become a dump for power plant coal ash is a significant step toward correcting an intolerable situation. But it's only a step, and whether the state's response is adequate is not yet clear. This much is certain: The fine imposed under the consent decree negotiated with Constellation and BBSS Inc. is hefty, particularly by state standards, and ought to serve as a warning to others.

SpeakoutWe want youropinions ISSUE: Republican members of the Anne Arundel County Council fended off accusations of filibustering after their objections to legislation to ban the dumping of coal ash at new sites delayed a vote for two weeks. After more than three hours of testimony and deliberations Sept. 17, the council appeared ready to vote six minutes before midnight, the deadline to consider the emergency bill. But comments by Council Chairman Ronald C. Dillon Jr., Councilman C. Edward Middlebrooks and Councilwoman Cathleen M. Vitale - who had voted unsuccessfully moments earlier to delay a vote for two weeks - took up the rest of the time.

Since Joe and Sue Carlozo bought their first Corvette five years ago, the Fallston couple has traveled from car show to car show, racking up a resume of awards, like proud parents tagging along with a talented Little Leaguer or elite gymnast. At the Corvette Annapolis car show yesterday in Gambrills, the scene resembled a bizarre family reunion as car owners gathered to brag about their Corvettes' new spoilers and ramped engines as if they were part of their children's stellar report cards.

Summer is now official. The calendar might not say so, but the weather's definitely warm enough, and that's what matters. To celebrate, my girlfriend, Amie, and I escaped the city Monday night for a round of mini-golf - the official sport of summer. We drove to Night Hawk Golf Center in Gambrills, which has batting cages, a driving range, arcade games, and, of course, mini-golf. Between the mini-golf and arcade games, an hour at Night Hawk was a fun, semi-lazy way to fill a weeknight.

Anne Arundel County will seek to convert the former Naval Academy Dairy Farm into a community garden and botanical garden after its bid for the prized 857 acres won initial approval yesterday. The county will begin exclusive lease negotiations with the Navy on June 25, said Navy spokesman John S. Verrico. If a final agreement is reached, the county will solicit ideas from the public on the future of the Gambrills farm. County Executive John R. Leopold, whose interest in the site earlier this year helped drive out a proposal for a state-run horse park, pledged yesterday that the site will retain its rural identity.

Eleanor Aldridge, who with her husband opened Reno's Restaurant more than 50 years ago at a rural crossroads in Gambrills, died of pneumonia Thursday at Anne Arundel Medical Center. She was 92. For more than two decades, she ran the business side of the small restaurant and did much of the home-style cooking. In retirement, she continued to make the coleslaw and soups as well as a few other dishes. In recent years, as her health declined, she did not cook but came in a few times a week to look in on the kitchen, see customers and chat with family.
