An inmate at the Carroll County Detention Center was arrested by state police yesterday on first-degree assault charges after a woman was beaten Sunday while he was free on work-release.Charles Anthony Frock, 33, of the 1700 block of Old Westminster Road was being held without bail at the county jail, and his work-release status has been revoked, authorities said.Frock is serving 18 months for assault and reckless endangerment. He was convicted in August of shooting a Westminster man in the hip on March 15 over a $15 debt.

Charles A. Frock told a Carroll County judge yesterday that he was frightened March 15 when a man came to his home and beat him for a $15 debt, but should have let police handle the matter, instead of chasing the suspect into downtown Westminster with his deer rifle.The jury that heard Frock's case in August agreed, convicting him of first-degree assault on Eric G. Webb, 31, of Manchester, and reckless endangerment.Sentencing guidelines call for 18 to 25 years in the state prison system for Frock, according to Assistant State's Attorney Tom Rafter of Howard County.

The Westminster woman who is believed to be the longest-serving 4-H volunteer in the country was surprised recently to be honored for 58 years of volunteer service.Fifty-eight years? thought Kathryn Frock. Why 58?"Maybe they don't think I'm going to be here for 60 years," she said with a smile last week.If there were a grandmaster of homemaking, Frock, 80, would qualify: Her skills range from the "seven-day pickles" she puts up to the carefully centered daisy buttons on a dress she made in 1936 that swept 4-H Club local, state and national needlework honors.

A Carroll County grand jury indicted three men and two teen-age boys on various charges Thursday. The boys were charged as adults.Indicted were:Kristopher Olenginski, 16, of Westminster, who is accused of selling heroin to Liam O'Hara, a 15-year-old Westminster boy who was found dead of an overdose on Jan. 9, the morning after the alleged transaction.Olenginski is charged with possession with intent to distribute heroin, possession of heroin and conspiring with a juvenile to distribute heroin.

The Westminster catering hall has been around since the 1930s and hosted thousands of personal milestones, community events and political powwows. Sooner or later, somebody's wedding, anniversary party, awards banquet or service club meeting was bound to draw you to Frock's.A lot of memories were made there, so a lot of people will feel a tinge of regret and nostalgia when it closes next month.

A federal judge denied a Westminster woman's request to withdraw her guilty plea Tuesday and sentenced her to 10 years in prison for sex trafficking of a minor, a 17-year-old cousin whose sexual services she sold under the Internet heading "Available now." Deborah Gail Frock, who was previously convicted of trying to blackmail a state prosecutor, claimed that the government coerced her to take the plea agreement by outlining plans to file additional charges that carried a minimum 30-year sentence if she didn't accept the deal.

Man arrested, owed $94,000 in support Officials with the Baltimore sheriff's office said yesterday that they arrested a 48-year-old man who owed more than $94,000 in child-support payments to two women - a sum that had accumulated over the past 15 years. Sheriff's deputies arrested Warren Lee Dangerfield on Tuesday morning at a home in the 500 block of S. Decker Ave. in Southeast Baltimore. Dangerfield's arrest was part of an operation that the city sheriff's office launched three months ago to pursue the top 20 child-support violators in Baltimore.

A Carroll County woman has been charged with multiple counts in a juvenile prostitution case that extends to Massachusetts and other states, according to court documents and the Maryland State Police. Deborah Gail Frock, 38, who had a bail review hearing in Carroll County District Court yesterday, was returned to the county detention center, where she was being held on drug charges. She has been charged with six counts of pandering and six counts of contributing to the delinquent condition of a child, according to court records.

Trainer Charles Frock sat in his living room, surrounded by mementos of his career - including a picture of himself with Rod Stewart and Patrick Swayze riding camels together in Dubai. On this day, his broken leg, held together by a cast, eight screws and two plates, was propped up in front of him, and he sat wondering how all this came to be. "One day you're training, working to improve the caliber of horses you have in your stable, and the next day one is dead from herpes and you can't race at all," he said from his Westminster home.

Charles Frock, who trained News Reporter, the 5-year-old gelding who was the first to be put down because of the equine herpes virus 1 outbreak at Pimlico Race Course this month, is at the University of Maryland Shock Trauma Center recovering from surgery after being mauled by one of his horses. According to Frock's brother-in-law, Bob Scharf, Frock was trying to get a horse on his Westminster farm into its stall when the horse reared, struck the trainer's face with a hoof and knocked him down before trampling his leg. Scharf said Frock had a three-hour operation on the leg yesterday.
