It took more than a month, and apparently some coaxing, but Anthony James Freeland finally made it to Anne Arundel District Court for his bail review hearing today.District Court Judge Joseph P. Manck ordered Freeland, 20, of Severn, held on no bond at the county's detention center on charges of escape.Handcuffed, Freeland appeared this morning for his bail review via television from the detention center, although officials said they had a little trouble getting him before the camera. MARYLAND'S MASS transit administration needs the freedom to make Baltimore's system work. That didn't happen during much of the past four years, while Ronald L. Freeland headed the Mass Transit Administration. Gov. Parris N. Glendening gave Mr. Freeland the go-ahead to take only the smallest steps toward improving transit - and most of that happened only in the last two years. The city's pitiful light-rail line is finally headed toward double-tracking; the subway soon will begin operating Sundays; the legislature has reduced the percentage of operating revenue state transit systems are required to collect from the fare box; and a promising shuttle-bus service started operating this year in Hampden.

Ronald L. Freeland, who has directed Maryland's bus, subway, commuter rail and light rail operations through four roller-coaster years, announced yesterday that he is leaving as chief of the Mass Transit Administration to enter the private sector. Freeland said he will step down Aug. 21 to become a vice president with Parsons Transportation Group, a consulting firm with offices in Washington and Baltimore. He said his departure follows a timetable he laid out on accepting the top transit job in January 1997.

Generations of children in northern Baltimore County have grown up in a homogeneous community sharing a common rural heritage, but suburban development and new living patterns are changing that.The 480 children at Prettyboy Elementary School in Freeland are being introduced to that wider, multicultural world through their own history.This week, the school opened the Freeland Heritage Gallery, a display of old photos, books and documents, as well as old household and farm implements, to illustrate the area's history.

To the chagrin of many readers, I defended the Maryland Transportation Authority's decision this year to impose a $1.50-a-month fee on E-ZPass accounts. It was a sound business move because it pushed some subscribers to drop inactive accounts that were costing the state money. But in doing so, the authority assumed the responsibility of making timely refunds of the money it held on behalf of those subscribers. And from what I'm hearing from readers such as John B. Ramsey of New Carrollton, the authority has bungled the job of giving back people's money.

A 17-year-old Freeland boy told police the day after a July 9 party in Parkton that another teen had assaulted him with a knife, a police report states. A 17-year-old Parkton teen was charged as an adult with first- and second-degree assault and using a dangerous weapon with intent to injure. He has since been released on $50,000 bail. According to a police report, the two 17-year-olds were at a party in a house in the 1700 block of Parsonage Road at about 10:30 p.m. when the Parkton teen allegedly held a large survival-type knife to the Freeland teen's throat and threatened to cut him. Police said a possible motive for the attack was the Parkton teen's' belief that his ex-girlfriend and the Freeland teen had a relationship.
