Developers planning subdivisions in eastern Howard County or projects that require conditional-use permission must meet with neighbors before submitting plans to the county. The next meetings are: Tomorrow at 5:30 p.m. at Frederick Ward Associates, Inc., 7125 Riverwood Drive, Columbia, for a proposal to build a home on a half-acre of the Klein Avenue property, 3617 Klein Ave., Ellicott City. Tomorrow at 6 p.m. at Frederick Ward Associates Inc., 7125 Riverwood Drive, Columbia, for a proposal to build four units on 5.878 acres of the Wildman property, 3713 Fels Lane, Ellicott City.

Frederick Yates Ward, founder of a Harford County surveying firm who also led in the restoration of downtown Bel Air, died of pneumonia April 1 at Johns Hopkins Hospital. He was 81. Mr. Ward was born in Boone, N.C., and moved with his family to Bel Air in 1930. After graduating from Bel Air High School in 1945, he enlisted in the Army and served in the Pacific during the waning days of World War II. Discharged with the rank of sergeant, he entered the University of Maryland, College Park on the GI Bill of Rights and earned a bachelor's degree in civil engineering in 1954.

The next scheduled meetings are: Tuesday at 7 p.m. at Frederick Ward Associates Inc., 7125 Riverwood Drive, Columbia, about a proposal for eight units on 4.5 acres on the Garno property, 3985 Columbia Pike. Tuesday at 8 p.m. at Frederick Ward Associates Inc., 7125 Riverwood Drive, Columbia, about a proposal for three units on 1 acre on the Bergolios property, 6224 Hanover Road.

The Harford County Development Advisory Committee serves as a forum for the review of subdivision and site plans submitted to the Department of Planning and Zoning by those seeking building permits. The committee will review the following proposals at 9 a.m. Wednesday in the second-floor conference room of the Harford County government building, 220 S. Main St., Bel Air: Benson Fields Location: Northwest corner of Connolly Road and Smith Lane. Developer: Harford County/Frederick Ward Associates.

Manekin LLC wins awards for pair of projects Manekin LLC has received an Award of Excellence at the 2004 NAIOP Awards, sponsored by the Maryland Chapter of the National Association of Industrial and Office Properties. The company won an award for Best Flex Project for Columbia Gateway 67, a two-building, 108,850-square-foot project combining office and storage space that Manekin built along Robert Fulton Drive in Columbia. The project was purchased recently by Corporate Office Properties Trust.

A Harford County utility worker is suing a Bel Air engineering firm and a Fallston contractor for alleged negligence and faulty design and installation of an air relief valve that burst and struck him in the face in 1992.In the lawsuit, Ronald Burns, 34, of the 2400 block of Rocks Road in Forest Hill, contends he was removing the valve to repair a leaky water main when it burst, injuring his head and neck.Mr. Burns, an employee of the Department of Public Works, is seeking $350,000 in damages from Frederick Ward Associates Inc., the company that designed the water line; David R. Hall, an engineer for Frederick Ward Associates; and T. C. Simons Inc., ++ the contractor responsible for building Wheel Road Feeder System, a county project, in 1991 and 1992.
