Shootings in elementary schools. Violent flash mobs in malls. Robberies, home invasions, muggings. With such crimes reported around the United States, and the media giving them around-the-clock attention, it's no wonder ordinary Americans are feeling more vulnerable than ever. So says Anne Arundel County Councilman Derek Fink, a Pasadena Republican who introduced a bill this month that would allow county residents to carry Tasers and stun guns as a way of defending themselves.

The Anne Arundel County Ethics Commission says County Council member Derek Fink should not participate in the selection of a new county executive because of his business relationship in Greene Turtle restaurants with Del. Steve Schuh, who is seeking the position. The commission opinion, released Wednesday, said Fink has a conflict of interest, and "the law prohibits you not only from voting for the applicant, but from any participation in the selection process. " The council is scheduled to interview a field of 16 candidates and vote tonight on a replacement for John Leopold, who resigned as county executive this month.

It would be amusing if it were not so embarrassing: The all-male, all-white Anne Arundel County Council is deadlocked over filling a vacancy created when its only black member went off to federal prison for failing to file a tax return. The council's chairman, Derek Fink, is a young Republican who less than a month ago said, "I think we've got a council that works together well now. " And yet this same group of six guys, led by Mr. Fink, took 100 votes and still couldn't come up with a seventh member to fill the seat previously held by the incarcerated Daryl Jones.

In the past few months, life has gotten a lot busier for Anne Arundel County Councilman Derek Fink. As he was tasked with considering dozens of land rezoning applications in his Pasadena district, the Republican legislator opened a new restaurant, where he logs long hours as the general manger. As he approached his second year on the council, his colleagues selected him to serve as chairman. And come the end of March, he'll be a first-time dad.

An Anne Arundel County councilman who is part-owner of a restaurant development venture in his Pasadena district has introduced legislation that would require the county to respond more quickly to building permit requests. Councilman Derek Fink, a Republican and vice chairman of the council, campaigned on permit reform before being elected to his first term last year, and county planning officials have acknowledged that the process needs retooling. Fink said there is no conflict between his business interests and the bills he introduced Monday night, which he says aim to streamline the process for obtaining a building permit.

Federal jobs available Ward 7 Alderman Sam Shropshire will host a meeting discussing jobs coming to the area and how to apply, 6 p.m. Tuesday the City Council chambers, 160 Duke of Gloucester St., Annapolis. Guest speaker will be Nancy Fink, assistant director of the Professional Outplacement Assistance Center in Columbia. Fink is certified as a federal job search trainer and counselor and also holds a global career development facilitator certification. Charles H. Fink, 74, a Baltimore native who once owned a tavern on Reisterstown Road, died Tuesday at a nursing home in Rock Hill, S.C., after a long illness.Graveside services were being held today at the Lakeview Memorial Gardens in York, S.C.Mr. Fink moved from the Severna Park area to Naples, Fla., in the mid-1970s and, later, to South Carolina.While in Baltimore he was a salesman for F.A. Davis & Sons Inc., a wholesale distributor of tobacco products, candy and other merchandise, and owned Fink's Tavern on Reisterstown Road.

Daniel M. Fink, a semiretired box company executive and a founder of the Liberty Jewish Center, died Wednesday of respiratory failure at Sinai Hospital. The Pikesville resident was 82. Mr. Fink was born in Baltimore and raised in the city's Park Circle neighborhood, where his father owned and operated a general store. After graduating from City College in 1944, he enlisted in the Army and was sent to Virginia Polytechnic Institute and State University, where he studied engineering. He later served with the adjutant general's staff until being discharged at the end of the war. He enrolled at the University of Maryland in 1947, and because he had so many credits in civil engineering, he earned his bachelor's degree in 1949.
