A 16-year-old Manchester boy was in fair condition at the Maryland Shock Trauma Center last night after driving off the road about 10: 30 p.m. Sunday night.Police said Thomas Brooks Clayton III of the 2900 block of Southwestern Ave. nue was driving his 1992 Chevrolet pickup south on Bachman Road when he went off the left side of the road and struck a tree.According to police, Thomas was driving too fast for the conditions. The front-seat passenger, Brent Samuel Davis, 18, was released from the trauma center at 5: 30 a.m. yesterday.

FireHampstead: Firefighters responded at 1: 51 p.m. Wednesday to a house fire in the 2300 block of Bulls Sawmill Road in Baltimore County. Units were out 30 minutes.Lineboro: Firefighters from Manchester and Hampstead assisted Lineboro at 11: 56 a.m. Tuesday, responding to a house fire in the 4700 block of Crossroad Schoolhouse Road. Units were out one hour and 19 minutes.Manchester: Firefighters assisted Lineboro at 12: 16 p.m. Tuesday, transferring an engine to the Lineboro station. Units were out one hour and 15 minutes.

A Hampstead man was charged yesterday with negligent manslaughter in a fatal crash in April in Eldersburg that killed the driver of a pickup truck, state police said. Joseph K. Nash, 44, of the 2400 block of Fairmount Road was charged with one count of negligent manslaughter by automobile, two counts of negligent homicide by automobile, driving while impaired by drugs, driving while impaired by a controlled dangerous substance, reckless driving, negligent driving and failure to drive right of center, according to court documents.

A White Hall man's left leg was severed Tuesday after a car slammed into him while he was unloading materials from his parked truck in Hampstead.Jerry L. Weeks, 38, was in serious condition at Maryland Shock Trauma Center in Baltimore, a hospital spokeswoman said yesterday.Police said a Buick Century driven by Jack G. Nash, 68, of Manchester drifted to the right while traveling north on Main Street at 2: 10 p.m. and struck Weeks, who was standing behind the truck on the shoulder.The impact pushed the truck forward 54 feet.

CUB SCOUTS from Hampstead Pack 790 raced 12 homemade model sailboats at Cascade Lake on Sunday.As during the America's Cup, creative use of wind power determined the winners. In the case of the Cub Scout Regatta, however, the wind was man-made; each boy blew against the stiff sail of his boat.Typically, a Scout regatta takes place on rain gutters filled with water, enabling the boys to better guide the model sailboats. During Sunday's race, however, Ed Cross, den leader and race organizer, sent both boy and boat into the lake.

Carroll teen in Australia for horse competitionsLinda Fahnestock, 14, who lives near Hampstead, arrived Sunday in Brisbane, Australia, where she will represent the national Pony of the Americas Club at two horse shows, said her mother, Karen Fahnestock.Linda was selected to participate in the exchange with the Australian Paloosa Pony club after a nationwide contest judged on riding, an interview and an essay.She will spend a week touring the Brisbane area with five other students selected to represent the club from around the United States, Mrs. Fahnestock said.

Hampstead Planning and Zoning Commission will meet at 7 p.m. today in Town Hall to hear a presentation on the Chesapeake Bay Community Environmental Review Program.Other agenda items include a request for a use-in-common driveway on Fairmount Road; a First National Bank of Maryland parking lot addition; water and sewer master plan review; and Hampstead police facility plan.Also on the agenda are the Carroll County Employment Campus Zone; review of an ordinance to repeal Article 19 of the Town Code on industrial parks; and approval of implementation measures for the environmental resources element of the comprehensive plan.

A passer-by discovered yesterday the body of a 27-year-old Linthicum man who drowned in Rock Creek a week ago, Maryland Natural Resources Police said.The body of James Robert Smith of the 600 block of Fairmount Road, who jumped or fell from a 23-foot powerboat the morning of Oct. 10, was found about 9 a.m., Cpl. Wayne Jones said.The body was about 100 feet offshore, near the 1500 block o Efford Road.The drowning is considering suspicious, and police are investigating, he said.Mr. Smith was on the boat with four people he had met in a bar, police said.

A Hampstead man received probation before judgment yesterday on a marijuana possession charge that arose out of an incident at North Carroll High School last June.Sean Edward Seets, 19, of the 2400 block of Fairmount Road, was placed on two years of unsupervised probation by Carroll County Circuit Court Judge Francis M. Arnold.Seets was a senior at the school when he was arrested June 12 after other students told Principal Gregory Eckles they had seen Seets showing marijuana to his friends, said Seets' attorney, Public Defender Samuel Truette.
