Four people were wounded and one person was killed early yesterday as a gunman raced through a West Baltimore neighborhood on a bicycle chasing another man, city police said.DeAngelo Ricks, 22, was declared dead at the scene about 1 a.m. near his home in the first block of N. Wheeler Ave.Agent Ragina L. Cooper, a police spokeswoman, said the apparent target of the gunman was Julius Lee Jr., 19, who was talking to a friend in the 2300 block of W. Baltimore St. when the gunman pedaled toward them.

A Randallstown man remained hospitalized yesterday for injuries he suffered in a car accident Tuesday night on Route 32 near Johnsville Road in Eldersburg, state police said.Michael J. Gibson, 62, of the 10300 block of Liberty Road was in fair condition at Carroll County General Hospital in Westminster, a hospital spokeswoman said.State police said Gibson was traveling south on Route 32 when his 1984 Cadillac drifted off the road and struck a utility pole at 11: 17 p.m. Tuesday.Pub Date: 5/30/96

Three children clung to life last night after they narrowly escaped a fire that engulfed an East Baltimore rowhouse, trapping several youngsters inside and forcing others to jump three stories to the street. The blaze left one woman and five children ranging in age from 10 months to 10 years in critical condition at area hospitals. Three of the children suffered severe burns on 100 percent of their bodies.Victims with such injuries typically "do not survive," said Dr. Julius Goepp, assistant director of the pediatric emergency department at Johns Hopkins Children's Center.

A Laurel man was in fair condition at the Maryland Shock Trauma Center in Baltimore yesterday after the car he was driving slammed into trees and flipped over Saturday morning, county police and hospital officials said.Michael Anthony Washington, 27, of the 8100 block of Gorman Ave. was driving a 1991 Geo Metro south on Whiskey Bottom Road about 8:20 a.m. when he veered off the street, hit a sign, two small trees and a large tree. The car then turned over, trapping Mr. Washington inside, police said.

An 18-year-old Ellicott City man was listed in fair condition at the Maryland Shock Trauma Center yesterday, a day after his car crashed into a tree in Columbia.John Herbert Beakes III, of the 11600 block of Foxspur Court, was not wearing a seat belt when the accident occurred at 2:50 p.m. Tuesday, police said.According to police, Mr. Beakes was driving north on Harpers Farm Road in Columbia's Harper's Choice Village when he steered his Dodge Shadow from the northbound fast lane to the slow lane.

A Northeast Baltimore man who was hit by a car on Crain Highway Tuesday night was in fair condition yesterday at the Maryland Shock Trauma Center in Baltimore, county police said.Fredrick Nathan Ackers, 18, of the 1100 block of Gleneagle Road received multiple injuries in the collision. The accident occurred around 8:30 p.m. as Mr. Ackers crossed to the east side of Crain Highway. He was 300 feet north of Oak Manor Drive when a southbound 1990 Toyota Corolla hit him, police said.The impact lifted Mr. Ackers onto the car's hood and sent him into the windshield on the passenger's side.

Committee to hear testimony on taxANNAPOLIS -- The Senate Budget and Taxation Committee will hear testimony at 1 p.m. today on a bill sponsored by Sen. Larry E. Haines, R-District 5, on lowering the state's capital gains tax.Mr. Haines, a Westminster Realtor, is sponsoring Senate Bill 204, which would reduce the amount of capital gains subject to taxes.Currently, 100 percent of the profit from an investment is taxed. A 19-year-old Sykesville man who was shot in the thigh after an argument in Frederick on Saturday night remained in fair and stable condition yesterday at the Maryland Shock Trauma Center.Vincent Tyrone Ellis was arguing over jewelry with Gregory Weedon, 44, outside an apartment complex on East Sixth Street when Mr. Weedon went to his apartment and returned with a .22-caliber, two-shot Derringer, Frederick police said.Mr. Ellis was shot, and his assailant fled into the John Hanson Apartments after tossing the weapon into nearby bushes, police said.

Five people remained hospitalized yesterday after suffering gunshot wounds in three seemingly unrelated shootings in Baltimore Saturday night and yesterday, police reported.In the most recent incident, a 14-year-old boy was shot in the face by an unknown assailant in the 300 block of W. Baltimore St. about 3:20 a.m. yesterday. He was listed in fair condition at the University of Maryland Medical Center. Baltimore police said they knew of no motive or suspect.Hours earlier, a man and woman were shot as they fled from a gunman who had forced his way into their home in the 1600 block of N. Milton Ave. at 10:45 p.m. Saturday, police said.
