Baltimore real estate sales skidded in August below levels for the same month in 1990, according to the Greater Baltimore Board of Realtors.The number of residential units that were between contract and settlement was down 11 percent -- to 1,305 -- at the end of August 1991 compared with the same point a year earlier, board statistics show.Settled sales on residential units dropped to 1,499 last month, down 17 percent from August 1990, the figures show."Everyone in the real estate industry is hurting very badly," Mary Bell Grempler, president of Grempler Realty Inc., said in response to the statistics.

Garnette Lynch Brant, a retired real estate saleswoman who also had a Waverly consignment shop, died of congestive heart failure Nov. 19 at Stella Maris Hospice. She was 93 and lived in Lutherville. Born Mary Garnette Lynch in Yadkin County, N.C., she was raised in Winston-Salem. She was the daughter of Sallie Wishon Ledbetter, an R.J. Reynolds Tobacco Co. employee, and Luther Lynch, a carpenter. She graduated from Bowman Gray High School in 1937 and became a bookkeeper. In 1940, she left Winston-Salem and moved to Washington, D.C., to work in Army intelligence.

Amid gloomy predictions about a slowdown in the housing market, local governments in the Baltimore area have reduced by millions of dollars the amount they expect to collect in taxes from the sale of real estate. Although real estate sales taxes are typically dwarfed by what income and property taxes produce for local government, "this is still important," said Keith Dorsey, Baltimore County budget director. Property transfer taxes are often dedicated to specialized uses, which could be harmed if the money collected continues to decline.

Joan V.A. Kennedy, a retired mortgage lender who had worked in real estate sales, died of complications from Alzheimer's disease Sunday at Charlestown Retirement Community. The former Timonium resident was 75. Joan Van Auken was born in Detroit and raised in Cleveland. She earned a bachelor's degree in 1952 from Ursuline College in Pepper Pike, Ohio, and was 63 when she earned a master's degree in liberal arts in 1993 from the College of Notre Dame of Maryland. Mrs. Kennedy had worked as a secretary for several years before earning her real estate license.

DALLAS -- In an effort to spur real estate sales, the staff of the federal Resolution Trust Corp. is recommending that government-owned properties be valued on the basis of a single appraisal, instead of the current average of three appraisals per property.The recommendation, if accepted by the RTC oversight board, would eliminate part of the drawn-out sales process that has driven many buyers away from the RTC's $17 billion portfolio of properties. Those properties, the legacy of failed thrifts across the country, are costing the RTC about $1.5 billion a year to carry, according to RTC Deputy Director Lamar Kelly Jr.Current RTC policy calls for an appraisal of a property's value at the time it is made available for sale.

Anne Arundel County has a long history of capping property taxes, a policy that has kept its rate among the lowest in the Baltimore area but which has forced a generation of county executives to look for creative ways to bolster tax revenue. That history may have something to do with the county's decision to apply its recordation tax far more broadly than any other jurisdiction in the state - and perhaps even in the country. It is a policy that penalizes short selling, the sale of real estate at below mortgage value, an increasingly common event as owners and lenders alike seek to avoid foreclosure proceedings.

Those questions are becoming increasingly relevant as the latest sales data show a small but unmistakable uptick in activity and declining unsold inventories. In late December, the National Association of Realtors reported that existing-home sales were up a hair in November - 0.6 percent - the second straight month of modest increases off the cyclical trough in September.

In a bid to modernize how real estate agents pitch homes to buyers, a Europe-based company has adapted its 3-D video-game-authoring technology to create hyper-realistic virtual tours of for-sale houses. Treveda's 3-D tours are billed as an improvement over the digital photos, streaming-video clips and 360-degree panoramas now offered on real estate-related Web sites. And while real-life home tours aren't going away, virtual walkthroughs have the potential to help harried real estate agents by cutting down on some of their time-eating physical outings.

When Deb Sadler bought her home it opened a window to a new career. She had watched the home inspector look things over and wondered: Wouldn't it be fun to try this? Tired of the computer industry, she was ready for a change. So she took the required courses and passed the state licensing exam. "Then I did home inspections after my `day job' and on the weekends to supplement my income," said Sadler, who lives in Oak Point, Texas, and covers the northern part of Dallas-Fort Worth. Two years ago, she was laid off from the job she had kept for "that good, steady paycheck, insurance and benefits."
