Dr. George C. Daniel, a former National Institutes of Health physician who was a federal fugitive for 3 1/2 years, has been detained in Baltimore pending trial on charges of illegally selling prescriptions.In U.S. District Court yesterday U.S. Magistrate Judge Daniel E. Klein Jr. ordered detention for Daniel after a prosecutor said the doctor had traveled to 31 countries since he failed to make a scheduled court appearance here Feb., 22, 1988.Prosecutor Harvey E. Eisenberg said authorities seized three passports from Daniel, two of them bearing the name George C. Smith, when he was arrested in Honolulu Sept.

WHEN MARK Eisenberg was a teen-ager, his need to help those with diabetes was born.In the 1960s, he visited a camp for diabetic children, now Camp Glyndon, ''and I felt so touched by the devastation that the disease can have on them," he says. In 1981, he volunteered to the Maryland Affiliate of the American Diabetes Association, where he has served as treasurer and chairman of the budget and finance committee. In April, at the affiliate's 31st annual meeting, Eisenberg, 42, was elected its chairman of the board.

Daktronics Inc., the company that designed the scoreboard for Giants Stadium and the electric signs at the 1988 Winter Olympics, yesterday won the $1.4 million contract to produce the scoreboard at the Baltimore Orioles' new ballpark at Camden Yards.The Maryland Stadium Authority selected Daktronics, of Brookings, S.D., from three companies that submitted proposals."The enthusiasm that they bring to this project is absolutely exciting," said Eli Eisenberg, technical director for Orioles, who is overseeing sound and video systems at Camden Yards.

Kieran Flannery overpowered Friends' batters and St. Vincent Pallotti collected 13 hits, including seven for extra bases, in a 10-0 victory in five innings yesterday at Panther Park in Laurel. Flannery, a senior pitcher-catcher who was an All-Metro selection last season, pitched a two-hitter with 12 strikeouts (six in a row during one stretch) and walked two on 86 pitches for the Panthers. "I only throw a fastball and curveball," said Flannery (5-3), who also had two hits, including a triple, and an RBI. "My curveball was breaking well today, and I had some velocity on my fastball."

Two federal judges in Baltimore rejected government efforts yesterday to detain a Jordanian charged in a large-scale visa fraud probe, saying the fact that he lived briefly with two of the Sept. 11 hijackers did not make him a dangerous suspect. U.S. Magistrate Judge Susan K. Gauvey said the government had "unfairly" tried to associate Rasmi Al-Shannaq with the terror attacks, and she ordered that he could be released under 24-hour electronic monitoring at his family's home in Southeast Baltimore.

Fernando Belaunde Terry, 89, a former Peruvian president who was run out of office by military leaders in 1968 and returned to power by a large majority in elections 12 years later, died yesterday of complications of a stroke, according to a nephew. A veteran of more than a half-century in politics, Mr. Belaunde Terry was regarded as a patriarch of democracy in Latin America, and one of the region's great orators. He had a reputation for personal honesty that made him stand out among Peruvian political leaders.

All Freight Distribution Co. Inc. won a two-year contract from the state yesterday to operate a container freight station designed to generate more work for members of the International Longshoremen's Association in the port of Baltimore and to increase the efficiency with which cargo can be processed for shipment.The new freight station is expected to go into operation early next month in a shed at the Dundalk Marine Terminal.If successful, the station will bring back to the docks much of the loading and unloading of containers now done by non-ILA workers away from the piers.

Charming Hostess sounds like somebody who might be catering a tea at the Roland Park Woman's Club. But, no, it's a singing group, three women, engaged in what they call "eerie harmony, hot rhythm and radical smarts." They say their genre is "best described as nerdy, sexy, commie, girlie." Charming Hostess appears tonight at Red Emma's, "Baltimore's only combined radical bookstore and fair-trade coffee house," a workers collective that one might say is the polar opposite of a high society tea party.
