Jo Anne Hare can't find praise high enough for Heidi Eber, Carroll County's most beautiful volunteer for 1994."Anything else I would say would just be superlatives, and that's pretty boring reading," said Ms. Hare, director of Rape Crisis Intervention Center of Carroll County, the group that nominated Ms. Eber for the county competition.Tonight , Ms. Eber will be honored at a banquet in Annapolis for 24 volunteers from across the state. The ceremony, during which Maryland's most beautiful volunteer will be recognized, also honors Gov. William Donald Schaefer's years of service to the state.

Loy and Ava Heare feel like they are caught between the proverbial rock and a hard place.In fact, it's a real rock that has this couple, and their Joppa neighbor, Mary Eber, stuck and wondering where toturn for help.In 1987, the Heares were among nine families on Old Joppa Road who petitioned the county to have their homes hooked up to the county water system. The homes were served at the time by private water wells, some of which had poor pressure.The county agreed to the project if the residents paid the costs through an annual assessment that would be carried over 20 years.
