For seven years, Kandace Chase has spent the first four weeks of her summer vacation training the county's special education teachers. "I do that because I enjoy working with these people and helping them through," the 46-year-old Ruth Parker Eason School teacher said. "Give me two weeks to recoup, and I'm usually ready to go at it again."Mrs. Chase's dedication to her profession is just one of the reasons the 22-year instructor was selected Wednesday night as the Public Schools Teacher of the Year.

SANTA CLARA, Calif. -- Concerned over the knee injury t Steve Young, the San Francisco 49ers gave tryouts to three unemployed quarterbacks yesterday.In for evaluations were Tony Eason, formerly of New England and the New York Jets; Steve Pelluer, Dallas and Kansas City; and ex-San Jose State star Mike Perez, released from the New York Giants' practice squad.Pelluer, who has made 30 career starts, was in for a tryout earlier this season when Joe Montana's elbow injury worsened.Eason, who played at Illinois, went to the Jets last year as a backup to Ken O'Brien after quarterbacking New England to the Super Bowl during the 1985 season.

At lunchtime, severely disabled students at Ruth Parker Eason School in Millersville gaze at the light-up toys and glow-in-the-dark gizmos that line the walls of Paula Gentile's darkened classroom while they are fed by stomach tubes. The colorful displays offer important stimuli to the students, many of whom have multiple physical and cognitive disabilities. "These kids tend to be so static," Gentile said. But the scenery at two of Anne Arundel County's special education centers will change under a plan that has some parents worried.

For Thierno Cisse, Ruth P. Eason School is a different world.The high school principal from West Africa had never set foot inside a school for special needs students until last week when he came to Eason as part of a teacher exchange program.Now he is learning about a different kind of education, where success is sometimes measured in shoes being tied and colors recognized.Mr. Cisse heads Lycee Mixte Maurice delafosse, a high school in Dakar, Senegal, with 3,000 students.He is at the Millersville school as part of a six-week Fulbright Teacher's Exchange Program that he and Eason Principal Jack R. Malloy are participating in. The program exposes participants to the culture and educational system of another country.

Indoor tanning industry officials, salon owners and their supporters packed a Howard County Health Department conference room Tuesday night to argue against a ban on teens under 18 using the electric beds, but to no avail. Although not outnumbered, the tanning fans were verbally outgunned by a series of physicians, anti-cancer advocacy groups and personal stories of cancer survivors, and the result was one of the quickest and most absolute bans on a public activity in county history, though a tanning industry lobbyist is threatening a lawsuit.

At 87, Venus Armstrong is spry enough to volunteer at Ruth Parker Eason School five mornings a week. But when the preschool children begin dancing to the urgent beat of "I Like to Move It," she has to sit down after a few minutes of boogieing down. The Ferndale resident, a longtime foster grandparent at the special education school in Millersville, is one of four volunteers with the program who will be honored Friday for putting in 20 years or more of helping students who are at risk or have special needs.
