A banner at the Eager Street Academy read "Steele making history," but Lt. Gov. Michael S. Steele told the students yesterday that history sat in front of him. Steele spoke to 97 students of the academy, located at the Baltimore City Detention Center, as part of a Black History Month observance. Steele, the state's first black lieutenant governor, encouraged the students to value education. Pointing to the banner, Steele told the 14- to 17-year-old students clad in emerald green jumpsuits: "You, too, can make history.

It is true that the school is inside the Baltimore city jail. And the students taking biology, math, and learning French and sign language are the same ones charged with crimes ranging from armed robbery to murder. The steel bars are still there. Armed guards remain vigilant. However, something has changed at the former Baltimore City Detention Center, School No. 370. An oft-used PR tactic has transformed inmates into students, prisoners into dreamers. "At the Eager Street Academy," said city school board Chairwoman Patricia L. Welch, using the school's new name, "there are some young men and some young women who still dream, and who still think they have somewhere to go, regardless of where they have already been."

The entrance ramp to the southbound lanes of Interstate 83, the Jones Falls Expressway, will be closed at North Avenue for about 18 months beginning Monday. Signs will direct drivers to the nearest southbound entrance at Eager Street. The detour will be east on North Avenue, south on St. Paul Street, then east on Eager Street to the entrance. Some of the expressway's lanes may be temporarily closed throughout the work, which is expected to be completed by July 2004. Also, some lanes may be closed Sundays through Thursdays from 8 p.m. to 5 a.m. until January.
