Margaret Lorraine "Raine" Dugger, a retired city first-grade teacher who lived in Ashburton for two decades, died Nov. 26 of chronic obstructive pulmonary disease at Gilchrist Hospice Care. She was 86. Margaret Lorraine Whyte was born in Baltimore and raised in the 200 block of Etting St. in West Baltimore. After graduating in 1940 from Douglass High School, she earned a bachelor's degree in 1948 from what was then Coppin Teachers College, located on Mount Street. In 1965, she earned a master's degree in education from the Johns Hopkins University.

Also survived by seven grandchildren and four great-grandchildren and many nieces and nephews. A Funeral Service will be held at Connelly Funeral Home of Essex, 300 Mace Ave. on Tuesday, at 1 PM. It was an uncommonly warm October afternoon when I walked into the Liberty Recreation Center, so the place had a summer atmosphere to it: The front door swung open to let in the Indian summer ?? breeze and some tykes already romping on the playground out back."I'm looking for Charlie Dugger," I tell a tall, well-built man with flecks of gray in his beard. He leads me to a staircase and points upward."You can hear his voice, can't you?" he says. Indeed I can. That was Charlie Dugger's voice cascading down the stairs -- imploring, cajoling and urging his young charges in the recreation center's day care classroom to observe the rules of proper conduct as they lined up to go outside.

THERE'S AT LEAST one positive to having a large number of candidates run for mayor: you have to listen to them, even the ones not given much of a chance.So 10 of them showed up Wednesday at the Family Life Center of New Shiloh Baptist Church on Monroe Street. And they showed up early. They were all there at 7 a.m. sharp for the mayoral forum on former state senator Larry Young's talk show on WOLB. Democratic candidates Richard Riha, Martin O'Malley, Lawrence Bell, Carl Stokes, Charles Dugger, A. Robert Kaufman, Jessica Davis, Mary Conaway, Phillip Brown and Gene Michaels were on hand to convince Baltimoreans why one of them should be our next mayor.

Habari qani?Many people in Baltimore's black community will be asking that ritual question Wednesday with the start of Kwanzaa -- the annual seven-day celebration marking the cultural unity and liberation of African-Americans. It means "What's happening?" in Swahili, and the response will be umoja (unity), one of the seven key principles intended to inspire and guide black families and individuals."It's a time to harvest our minds and our spirits . . . a time to pause and reflect," explains Charles Dugger, a teacher at Lombard Middle School, who is conducting six Kwanzaa celebrations at various Pratt library branches around town.
