Baltimore County police were investigating the suspicious death of a man found in a pool in Garrison, a department spokesman said Sunday. The man was found in the pool in the 8100 block of McDonogh Road about 2:15 p.m. Sunday, police said. He was pronounced dead at the scene but has not yet been identified. The man's body was sent to the Office of the Chief Medical Examiner for an autopsy, police said. A wind power project proposed on the lower Eastern Shore that's struggling to overcome objections from the Navy has a new, airborne worry - bald eagles. Federal wildlife biologists say the population of the once-rare national bird has grown so much that there are about 400 bald eagles along the mid-Atlantic coast, including 30 nests within 10 miles of the project in Somerset County, and three in the immediate vicinity. Declaring the area "extremely attractive" to the birds, the U.S. Fish and Wildlife Service has warned the developer of the Great Bay wind project that it "appears to present significant risk to eagles" and urged it to scale back its plans.

Maryland is moving to toughen regulations on the fast-growing medspa industry - a move designed to narrow a "loophole" and prevent deaths such as one last year following a liposuction treatment at a Timonium facility. Regulations being discussed by state officials would bar plastic surgeons from performing liposuction and other procedures in medspas and medical offices unless the facilities are inspected by the government or third-party accrediting bodies, Maryland Secretary of Health Joshua Sharfstein said.

Gov. Martin O'Malley plans to sign a law abolishing capital punishment in Maryland next week, though a referendum effort may be on the horizon. O'Malley's spokesman Raquel Guillory confirmed Thursday that the death penalty repeal law is scheduled to be signed on May 2. Maryland will become the sixth state in as many years to abandon state executions. Five men, all convicted of murders dating back to 1983, are on death row. O'Malley, who pushed for repeal, has said the men's fates will be considered on a case-by-case basis.  Maryland has had a de facto moratorium on executions since a 2006 court ruling overturned details in the process for carrying them out. The last execution in Maryland occurred by lethal injection in 2005.  After hours of impassioned debate in the General Assembly earlier this year, lawmakers voted 109-76 for repeal.

National advocacy groups for people with Down syndrome are seeking an independent investigation into the January death of a Frederick County man after off-duty sheriff's deputies tried to remove him from a movie theater. Robert Ethan Saylor, 25, suffocated on Jan. 12 after three Frederick County sheriff's deputies attempted to remove him from the Theater 9 Westview Cinemas in Frederick. He died later at a local hospital. "We want to just find out more information to see if Ethan's rights as an individual with a disability were violated.

The 19-year-old Harford County man with developmental disabilities who is accused of killing his 2-month-old niece was ordered Monday to continue being held without bail. Colin Christopher Wolf, of the 2000 block of Bay Meadows Court in Forest Hill, is facing first degree murder charges after he allegedly struck the child, who had been left in his care, in the face Thursday night and she later died, according to the Harford County Sheriff's Office. After an earlier bail review hearing Friday where Harford County District Court Judge Mimi Cooper questioned Wolf's competency, District Court Judge Victor Butanis ordered Wolf to continue being held without bail Monday and made no mention of any competency concerns.

A Harford County Council bill designed to block the proposed move of Walmart's Abingdon store about two miles to the north to a plot near the intersection of Route 924 and Plumtree Road came to strange end last week. The bill, which initially seemed to have strong support as it was co-sponsored by four of the seven members of the county council, came up for action last week in a legislative session and died a procedural death. A motion for action on the legislation was made, even as dozens of people in favor of it were in attendance to monitor what promised to be tumultuous legislative session.

A man was found fatally shot in a car in Annapolis on Sunday afternoon, a case detectives were investigating as a homicide, Annapolis police said. The man was shot in the 200 block of Victor Parkway in the parking lot of a condominium complex, police spokeswoman Detective Amy Miguez said. The shooting was reported about 4:30 p.m. Police on Monday identified the man as John Donnel Ray, 32, of the 4600 block of Rolling Hill Road in Huntingtown in Calvert County. Annapolis police have released the names of a shooting victim and two men who died of suspected drug overdoses on Sunday, all three of whom appeared to be from Calvert County. Police believe John Donnel Ray, 32, of the 4600 block of Rolling Hill Road, Huntingtown, was shot in his car in the 200 block of Victor Parkway, according to Detective Richard Truitt. He was found dead in the vehicle. He said detectives think there may be witnesses to the crime. Anyone with information is asked to call Detective Charles Bealefeld at 443-986-5561.
