Investigators began hunting yesterday for the owners of an assisted-living service that operated an unlicensed group home in Owings Mills where a 33- year-old caretaker was fatally stabbed this week, allegedly by a resident. Several of the mentally ill men and women living in four apartments at the Briarwood Apartments were being interviewed last night about what kind of care and supervision they received from the assisted-living service, A Touch of Love Assisted Living Group Inc., as state health officials prepared to place them in licensed group homes.

One is a former drug addict turned coffee brewer who moved into a shelter for battered women to help turn her life around. Another, a state employee, has a criminal record that includes drug charges. A third, a Canadian citizen, was working without the proper permit. They all worked at Baltimore-Washington International Airport, and they were among the 10 workers there indicted this week on federal charges. Seven are accused of making false statements that concealed their criminal history to obtain airport-issued security badges.

A man described as the ringleader in the killing of police Sgt. Bruce A. Prothero was sentenced to life without the possibility of parole yesterday in a case in which the judge said he should show no mercy, the prosecutor apologized and the victim's family expressed outrage. Antonio Marcel Talley, 23, of the 4400 block of Frederick Road in Baltimore was also sentenced to a consecutive 45-year term after a hearing before Baltimore County Circuit Judge John G. Turnbull II. Talley was arrested and tried under the alias Troy White.

Donald Antonio White Jr. was sentenced to life without the possibility of parole yesterday in the killing of police Sgt. Bruce A. Prothero in an emotional hearing that focused on White's career as a criminal and Prothero's life as a father. Baltimore County Circuit Judge Barbara Kerr Howe said in sentencing White that she couldn't understand why he was free at the time of the killing, given his criminal past. "He's led a terrible life. I wonder when I look at this record, where has the system been?

A key prosecution witness in the murder case against Ray Lewis has been in trouble with the law, a fact that defense attorneys are sure to raise at trial. Jeff Gwen, 26, of Akron, Ohio, has told investigators that Lewis was involved in the fight before the fatal stabbings of two men in Atlanta on Jan. 31. Lewis and two co-defendants have been charged with assault and murder in the case. Sources say Gwen will testify that Lewis, a Ravens linebacker, fought with at least one victim -- a key assertion of prosecutors.

The Florida man alleged to be one of Ray Lewis' accomplices in the Super Bowl killings is a 34-year-old with a long criminal record whom authorities once linked to a violent street gang responsible for drug dealing and drive-by shootings. Joseph L. Sweeting's police record stretches to 1984, when he was sentenced to a year in jail for grand theft in Northern Florida's Duval County, which encompasses Jacksonville. Over the next decade he had at least five felony convictions, served time in state and federal prisons and was alleged to have been involved in a gang known as the "Untouchables."

An Annapolis man with a long criminal record was given the maximum prison sentence for manslaughter yesterday in the death of another man resulting from a simmering dispute that began over a woman. Anne Arundel County Circuit Judge Michael E. Loney ordered Al Ballinger Sr., 39, to spend 10 years in prison. Noting that Ballinger has 17 convictions -- among them violent offenses, drug possession and escape from jail -- Loney said Ballinger has a history of lawlessness. Public Defender Keith Gross, who sought a sentence of no more than three years, said he would appeal Ballinger's conviction.
