A staff member at City College has been charged with sexual abuse related to encounters with a 17-year-old student at the high school dating to last year, according to court records. Ryan Marcus Coleman, 34, of New Northwood in Baltimore was arrested and charged last month with sex abuse of a minor, fourth-degree sex offense and second-degree assault in connection with interactions he had with a City College student on the school grounds, according to charging documents filed in Baltimore City Circuit Court.

A Carroll County woman has been charged with multiple counts in a juvenile prostitution case that extends to Massachusetts and other states, according to court documents and the Maryland State Police. Deborah Gail Frock, 38, who had a bail review hearing in Carroll County District Court yesterday, was returned to the county detention center, where she was being held on drug charges. She has been charged with six counts of pandering and six counts of contributing to the delinquent condition of a child, according to court records.

IT WASN'T long ago that Nate Chapman owned a house worth more than $1 million, worked out of swanky offices on the 28th floor of the World Trade Center and spent more than $200,000 on girlfriends, lavishing them with clothing, jewelry, Hawaiian vacations and buying one a motorcycle. That was before the investment banker was sentenced to 7 1/2 years in federal prison in November for defrauding the state pension system. Eight months later, he not only can't afford to make the $5 million in restitution he owes, but his lawyers have persuaded a judge to declare Chapman a "pauper" for the purposes of appealing his conviction.

A 53-year-old Westminster man pleaded guilty to first-degree assault and obstruction of justice yesterday for attacking a female hitchhiker nearly 20 years ago and then trying to intimidate her so that she would not testify against him. Before dawn in November 1988, a 23-year-old woman hitched a ride with a man in Brooklyn Park, but once she got into his car, she saw that he was nearly naked and had a knife, according to court documents. The man ordered the woman to strip, then forced her to perform sexual acts with him in the woods before letting her go, according to the documents.

A 20-year-old man has been arrested in the shooting of an Essex man Saturday, according to Baltimore County police and court documents. The fatal shooting occurred after a brawl among 10 to 15 women in the 1600 block of Dartford Road that later included several men. After the fight, which left one woman severely beaten, two men left to retrieve knives. When they returned, another man shot one of them with a sawed-off shotgun, according to court documents. James Floyd Colbert, a resident of the 2600 block of Kirk Ave. in East Baltimore, was arrested Tuesday night at his home, police said.

An 18-year-old accused of trying to kill a 43-year-old acquaintance April 12 has been arrested in Ellicott City, Howard County police said. Officers found Andrew L. Papathakis of the 5000 block of Avoca Lane in Ellicott City at a residence in the 3500 block of Court House Drive late Wednesday, police said. Police said Papathakis fired a shot at Robert Allen Whichard after aggressively following him as the two drove near Routes 103 and 104. The two had been friends, according to court documents, but Papathakis had recently accused Whichard of "stealing a large amount of money" from him. Whichard told police he narrowly dodged a bullet fired through the rear window of his 1996 Chevrolet truck after he had turned onto Elko Drive in Ellicott City, court documents state.

Two teen-agers have been charged as adults with rape after a 15-year-old girl told Howard County police she was raped by two boys while three others watched Thursday night in western Howard. Police arrested Guillermo Carbajal, 17, of the 9200 block of Wilber Court late yesterday evening. He was charged as an adult with first- and second-degree rape, second-degree assault and numerous sex offenses. Another teen-ager, Frank Kwaku Prempeh, 15, of the 5900 block of Harpers Farm Road, was arrested and charged Friday with first- and second-degree rape, four counts of sex offense and second-degree assault in the same case.

Criminal charges against former Baltimore Ravens offensive tackle Orlando "Zeus" Brown were dropped last week by Baltimore County prosecutors. Brown was arrested in September and charged with breaking into his ex-wife's home in August. On Wednesday, prosecutors dropped charges of fourth-degree burglary and malicious destruction of property under $500. Brown's attorney, Andrew Alperstein, said that Brown was able to use GPS information from his cell phone to prove that he wasn't in the area when the alleged break-in took place.

A Howard County police officer remains at home this week after being injured in a fight with three members of a Fulton family while responding to a 911 call for a domestic dispute at the home, Acting Chief William J. McMahon said yesterday. The three family members were arrested and the eldest remained in jail yesterday, charged with multiple counts of first- and second-degree assault, reckless endangerment, resisting arrest and attempting to disarm an officer. "[Domestic calls] are unpredictable and fraught with peril for a lot of reasons," McMahon said.

Nearly a week after Columbia's only drive-by shooting in recent memory, a third suspect - identified by another suspect as the shooter - turned himself in at Howard County's Southern District police station yesterday afternoon, county police said. Derek Travell Powell, 21, of the 11600 block of South Laurel Drive in Laurel was charged with 12 counts, including first-degree attempted murder, in connection with the shootings May 14 in Columbia's Wilde Lake village, police said. One of the three Columbia teen-agers wounded by gunfire underwent surgery yesterday to graft skin over a bullet hole in his left calf, his mother said.
