On May 7, 1904, the Aegis and Intelligencer announced that "the Bel Air Circulating Library is closing up its affairs, and all persons who have any of its books are requested to return the same to Miss Mollie Bateman within the next two weeks." The library was permanently closed July 31, 1904. The Bel Air Circulating Library opened in 1885 on Main Street near the Court House. A $5 membership fee, later reduced to $1, permitted users to take home one book at a time, or if residing "in the country," two books.

Accident Man killed, 3 injured as pickup truck flips A man was killed and three other men were injured yesterday when the truck in which they were riding went out of control on Route 140 near the Carroll County line and rolled over, county police said. The truck was hauling a trailer of mulch when the accident occurred shortly after 11 a.m. near Mitchell Drive, police said. One man was pronounced dead at the scene, said Cpl. Michael Hill, a police spokesman. Another man was taken to Maryland Shock Trauma Center with serious injuries, Hill said.

Aneta L. Pipino, a retired Baltimore County Public Library secretary, died of pneumonia March 28 at Oak Crest Village in Parkville. She was 80 and had lived in Rodgers Forge. Aneta Loraine Rule was born in Baltimore and raised on Collington Avenue. She was a 1946 Western High School graduate. As a young woman, she worked as a secretary for Maryland Casualty Co. She married Raymond J. Pipino, a mathematician and systems analyst, in 1950. After raising her family, she went to work for the Baltimore County Public Library as a secretary at the Towson headquarters.

Jarrettsville bank beginnings go way back On Feb. 22, 1870, the Jarrettsville Building Association met to offer at an auction its first loan of $400. The association was organized in 1869 to promote financial stability after the Civil War. The early directors sought to encourage home ownership and increase saving. The association constructed its own building in 1952 and later changed its name to Jarrettsville Federal Savings and Loan Association. Harford County Government offices will be closed tomorrow for Presidents Day. The Harford County Waste Disposal Center will be closed, while Waste to Energy will be open. Senior centers, Harford County Public Library and public schools are closed tomorrow. Harford transit will operate on a limited schedule. Library board seeks candidates The Harford County Public Library board of trustees is seeking candidates to be considered for appointment to the board for fiscal year 2009 (July 2008 to June 2009)

Harford County Sheriff L. Jesse Bane and Warden Elwood Dehaven have announced the 15th graduating class of Entrance Level Correctional Officers. The graduates are: Adam Blair, Christopher Carnohan, Benjamin Elliott, Michael Gerczak, Kelly Hudson, Andrew Infante, Terry Lindsey, Megan McBride, Mary Mullin, Brandon Smithson, Garrett Stefan, Michelle Travers and David Wille. Adam Blair was named class valedictorian with a 97.6 average. Mary Mullin was selected by her peers to place the ceremonial class flag.

The Anne Arundel County Public Library system is establishing a foundation that would raise money to build special collections, enhance old programs and add new ones. Funds raised by the foundation would supplement the annual $17 million budget that allows the library system to provide basic services. "Current library funding doesn't provide us the means to make our libraries exceptional," said Marion Francis, library administrator for the county public library for the past five years.

Residents can offer budget priorities Howard County Executive Ken Ulman is inviting residents to share their priorities at his first residents' budget meeting for the fiscal year 2009 budget cycle. The meeting will be held at 7:30 p.m. Dec. 13 in the Banneker Room of the George Howard Building, 3430 Court House Drive, Ellicott City. Those who wish to testify must sign up individually and in person. Signup begins at 6:30 p.m. Testimony will be heard in the order in which residents have signed up. Testimony also can be presented via the Internet at www.howardcountymd.
