A state budget cut of $100,000 has stymied an AFL-CIO affiliated union's attempt to wrest from an older county labor group the right to represent 1,800 Baltimore County white-collar workers.The money funded the Department of Licensing and Regulation's mediation and conciliation service. Without the service, the department no longer is able to run union elections, said Henry Koellein Jr., commissioner of labor and industry."We've been cut from 247 to 177 employees," he said. "I have no way to conduct an election."

While Springfield Hospital Center prepares its centennial celebration, the state may be preparing for its closure. The decision won't come until 1997, a year after the Sykesville hospital turns 100, but local officials "If the governor decides to close Springfield, then the battle begins," said Del. Richard N. Dixon, a Carroll Democrat.County Commissioner W. Benjamin Brown, a former Springfield employee, launched a defensive strategy Tuesday at a meeting of 12 community leaders, who will chair or work on subcommittees to promote Springfield.

Working late into the evening, the school board settled contracts with teachers and classified employees last night.The teachers settled for 3 percent pay increases each year for two years. The American Federation of State, County and Municipal Employees, which represents building and bus workers, settled for 3 percent the first year of the contract, 1 percent the second year and an additional "step" increase in the second year.School administrators and cafeteria workers had settled similar contracts Tuesday.

State employees facing layoff from budget cuts would gain seniority rights under a bill passed by the Senate yesterday.Sponsored by Sen. George W. Della Jr., D-Baltimore, the measure would allow classified employees losing their jobs to "bump" those in lower classifications with less seniority, a common provision in private-sector labor agreements.Under budget cuts in the last several years, state employees whose positions were abolished were not considered victims of a layoff and thus had no such rights.

Baltimore County Executive Roger B. Hayden said yesterday that he has cut $2.6 million from county coffers by reorganizing some departments and striking 102 vacant positions from the payroll.The job cuts, which he said will save $2.2 million, affect positions at all levels in almost every department, said County Administrator Merreen Kelly.He noted that the biggest cuts hit the Health Department, which lost 18 positions, public works (17), law office (13), central services (12) and budget office (11)

Negotiators for school clerks, instructional assistants and nurses asked the Carroll Board of Education for a 7 percent raise Friday.They also requested a study that could give licensed practical nurses the increased salary and professional classification they are seeking.The union stressed the need to give senior employees a fair shot at promotions and to maintain language that allows a fired employee to get a third-party to arbitrate a decision by a school administrator.Edwin Davis, director of pupil services, represented the board at the talks.

Protesting a state-mandated 40-hour workweek, at least 200 University of Maryland College Park classified employees missed work in a "stay away" job action that union leaders say closed some academic departments on the first day of the semester.Yesterday's activity was promoted in a flier mailed by the American Federation of State, County and Municipal Employees Local 1072, which represents 800 workers at UM's flagship campus.The employees took the day off, using personal leave or vacation days, said Craig Newman, shop steward of Local 1072.

Food service workers in Carroll schools are asking for a 7 percent raise and more fans in school kitchens.They made the request yesterday during their first meeting to negotiate a new contract with the Board of Education.This is the second of five employee groups with which the board must bargain.The board has made no salary offers, although it has made other proposals.Board officials have said they could make an offer later this week or next week, in individual meetings with the five bargaining groups.

Harford Community College employees, who received 3 percent raises in July, will lose them after Jan. 1. The college's trustees voted, 7-1, last week to rescind the raises, citing "tough economic times."The 225 full-time employees, including faculty members, administrators and classified employees, will not be required to give back money but will receive the raises for six months instead of 12.The raises of 4 percent that the trustees granted three vice presidents and the 5 percent raise granted the president of the college, Richard J. Pappas, will be halved.
