The addition of four national retailers - Anthropologie, J. Crew, MAC Cosmetics and Lululemon Athletica - at Harbor East could solidify the Baltimore waterfront neighborhood as one of the region's top shopping destinations, local retail consultants and business owners said Wednesday. "It makes downtown even more vibrant and attractive to high-quality, upscale retailers," said Mark Millman, chief executive officer of the retail executive hiring firm Millman Search Group in Owings Mills.

KIRKLAND, Wash. -- Mike Frier, a defensive tackle for the Seattle Seahawks, is looking at spending the rest of his life using a wheelchair after having surgery yesterday to repair his broken and dislocated neck.Still in question is who drove the vehicle in which Frier, a passenger, was injured Thursday night in a one-car accident a half-mile from the Seahawks' training facility in Kirkland."The likelihood that he will play football again is zero. The likelihood of walking is very poor," said Dr. Michael Schlitt, the neurosurgeon who operated on Frier at Overlake Hospital Medical Center in Bellevue.

The Ravens signed running back Terry Allen yesterday, but they haven't handed off the starting job to him just yet. The defending Super Bowl champions still have designs on adding free agent Chris Warren, Ravens coach Brian Billick confirmed to The Sun. The 11-year veteran may sign as early as Tuesday. The decision whether to add Warren will hinge on the performances of unproven running backs Jason Brookins, their current starter, and Chris Barnes in tomorrow's preseason opener in Philadelphia.

Some positions and players to watch in tonight's Ravens preseason game: Position: Running back. The Ravens will keep a close eye on their unproven combination of Jason Brookins and Chris Barnes in order to evaluate whether they need to sign veteran Chris Warren this week. If either Brookins or Barnes surprises, the team will hold off adding another back. Veteran: Quarterback Elvis Grbac. The free-agent pickup from the Kansas City Chiefs is expected to play only a series or two. But he wants to shake off his performance in the team's intrasquad scrimmage, when he was 1-for-4 passing with an interception.

Seahawks running back Derrick Fenner will be back in the starting lineup tomorrow when his team plays host to the San Diego Chargers, Seattle coach Chuck Knox said yesterday.Fenner, who has three touchdowns this season after leading the league with 15 last season, sat out last week's game because of tendinitis in his right knee.Fenner's replacement against Pittsburgh, Chris Warren, managed just 13 yards in 11 carries.* OILERS: Police are investigating a woman's claim she was sexually assaulted by cornerback Richard Johnson last April, the Austin (Texas)

Dallas will try to get by while injured QB Troy Aikman (broken clavicle) watches from the sideline. Coach Chan Gailey is known for exotic formations, but he'll probably scale the offense back until Aikman returns. Emmitt Smith, who has looked good in the first two weeks, likely will carry much of the load. After an embarrassing loss to the Raiders, the Giants have to find a running game.
