Developers have proposed building a $19 million apartment tower in an area slated for revitalization on downtown's west side that would include 92 affordable and market-rate rentals but would require city and state tax subsidies. The board of the Baltimore Development Corp. on Thursday planned to send a recommendation on the proposed Liberty Park project to Mayor Stephanie Rawlings-Blake. In a closed-door session, the board combined what are typically separate discussions about whether to award development rights and grant a property tax subsidy request, an attempt by board members to move the project forward as housing demand has surged in the area.

A smashing team effort on defense and one perfectly executed offensive play enabled an emotionally charged Fallston get by visiting Joppatowne, 7-6, in a battle of unbeaten football teams last night.It marked the third straight week Fallston (5-0) had to come from behind to win.This time, the touchdown drive followed Tom Wirth's block on a Joppatowne punt, the home team getting the ball at the Mariners' 20. Three plays later, freshman Matt Sutphin hit off the ZTC right side behind 270-pound Russell Cook and charged 7 untouched yards into the end zone.

Linganore's Joe Seetoo was honored as the 1994 Scholar-Athlete of the Year last night at Martin's West, and no one had to ask why.Especially anybody around Carroll County who watched Seetoo run for seemingly endless yards in his spectacular Central Maryland Conference football career.The lasting memory of Seetoo this past season came after a tough victory over South Carroll, during which the talented running back broke loose in the second half for some long runs that carried Frederick County's Linganore to a 14-10 victory.

Led the county in interceptions with six, returning two for TDs.Mike Gibson, Havre de Grace, Sr., WB-LB, 6-0, 180 -- Rushed for 466 yards and four TDs, and caught 10 passes for 195 yards and one TD. Had four interceptions.Chris Harrison, Fallston, Sr., OT-DT, 6-3, 225 -- Bigger and stronger than a year ago, when his coach, Dave Cesky, said: "He was underrated, but was one of the best."

Fallston (4-0, 3-0), relying on a crushing rushing game directed by a backup quarterback, rallied for two second-half touchdowns to defeat John Carroll, 18-10, in a Harford County League game yesterday.For John Carroll (1-3, 0-2), winless against county teams in its last 10 starts, this was its second best defensive effort over that span.The Patriots, led on defense by Rick McElroy, Chris Kufera and Luke Seeger, twice thwarted Fallston inside their 15-yard line.In the end, however, Fallston simply wore down the opposition.

The Greater Baltimore Chapter of the National Football Foundation & College Hall of Fame will hold its 31st Scholar Athlete Awards Dinner tomorrow at 6 p.m. at Martin's West.Ninety football players from 89 schools were nominated for this year's award. The schools were divided into five regions, and one winner will be selected from each.A grand prize winner then will be picked from those five. The grand prize is $4,000; the regional winners will win $1,500. W. Eric Howard from North County won last year.

Ravens coach Brian Billick said yesterday he will let offensive coordinator/quarterbacks coach Matt Cavanaugh call the plays for the third straight week. There isn't any problem between Billick or Cavanaugh, but Billick discussed the situation publicly for the first time yesterday. When Billick was named coach in January, he said he would call the plays and re-interated that again in training camp. Billick gave the duties to Cavanaugh against the Cleveland Browns and the Ravens were a 41-9 winner.
