A 48-year-old woman was charged after she crashed an SUV into the Drumcastle government building in Towson on Thursday morning, Baltimore County police said. Hiwot Arbi of the 900 block of Gladway Road in Middle River was charged with failure to reduce speed to avoid a collision, police said. About 8:40 a.m., a black Toyota Rav4 traveling southbound at a high speed in a parking lot turned left and struck two unoccupied parked vehicles - one a gold Chevrolet Blazer - before hopping a curb, becoming airborne and crashing into the building, police said.

In Anne Arundel Overturned tanker closes part of Ordnance Road GLEN BURNIE - An overturned tanker truck carrying sodium nitrate forced the closure of Ordnance Road between Ritchie Highway and Route 10 yesterday afternoon, but did not leak any of its cargo, according to fire officials. A truck from Superior Carrier Co. was transporting the liquid fertilizer from Chicago to FMC, a company in Baltimore that sells agricultural products, said Lt. Frank Fennell, a Fire Department spokesman.

An afternoon accident at Gorsuch and Leisters Church roads injured three people Friday, sending one of them to the Maryland Shock Trauma Center in Baltimore.Jean L. McAvoy, 60, of Baldwin Park Drive in Westminster, was driving a silver Pontiac Grand Am east on Leisters Church Road shortly before 4 p.m. when she failed to obey a stop sign, state police Tfc. Gary Lang said.As she drove through the intersection, the Grand Am collided with a Chevrolet Blazer that was headed north, Trooper Lang said.

A 19-year-old Baltimore man received prison terms totaling 40 years yesterday on guilty pleas to an armed carjacking at a Pikesville motel and to the attempted murder of an off-duty city police officer in a carjacking at the officer's Baltimore County home.Mark Kevin Coley, also known as Kevin Lemar Coley, formerly of the 4400 block of LaPlata Ave., still is charged with two carjackings in the city, one of which left the victim disabled, said Baltimore County prosecutor Mickey Norman.Another man charged in the cases, Denation Lee Kent, is being held by Pennsylvania authorities.

MOSCOW -- After two years shut out from the Russian automobile market by prohibitive import taxes, the United States' two biggest automakers are making plans to set up local manufacturing facilities.During the course of this month, both General Motors and Ford Motor Co. announced they were in talks on vehicle-assembly plants in the former Soviet Union.In early December, General Motors formed a $250 million joint venture to build 50,000 Chevrolet Blazers a year at a plant in Tatarstan, 1,400 kilometers east of Moscow.
