The resignation of a key department head has led Baltimore County Executive Roger B. Hayden to partially dismantle yet another department in his administration.John E. Lutz, 46, who worked under Mr. Hayden for 15 years at Eastern Stainless Steel before becoming director of central services in the Hayden administration in December 1990, is returning to the steel business.That triggered Mr. Hayden's decision to strip away about half the Central Services employees by moving their bureaus to other county agencies.

The Baltimore City school board voted Tuesday to pass the district's proposed $1.31 billion budget, which includes a decrease in the per-pupil funding for charter schools. As the amount spent on students in traditional schools increases, the system's 33 charter schools will see their per-pupil expenditures drop by $257 from 2012, for a total of $9,007. The overall amount for charters, however, has steadily increased as their populations grow. The charters are funded differently than traditional schools.

Anne Arundel County's auditor suspected that the county government wasn't keeping close tabs on its thousands of computers, so she set out to find a sample of 30. Twenty-four, valued at $31,700, were missing. That's 80 percent of the sample, and that was only the beginning of the problems detailed in a report that Auditor Teresa Sutherland issued Friday. Were the missing computers stolen? Lost? Disposed of? It's not clear, according to the audit, though at least two were stolen and the thefts were never reported.

The Democrat running to unseat Anne Arundel County Executive John R. Leopold criticized him Friday after a news report said that one of the three taxpayer-funded vehicles the executive uses was found parked at his girlfriend's home in Pasadena this week, when a spokesman for the executive had said it was in storage. "There is no excuse for Mr. Leopold to have three different vehicles and to spend more than $125,000 a year on security personnel when our Police Department is underfunded and our county is in a financial crisis," said Joanna L. Conti, who is challenging Leopold for the county's top post.

Anne Arundel County Executive Janet S. Owens made two Cabinet-level appointments yesterday, a criminal justice coordinator and a central services officer. H. Curt Toler, a former Federal Bureau of Prisons administrator and Anne Arundel Health Department program director, will oversee drug treatment programs as criminal justice coordinator. Spurgeon R. Eismeier, who manages the county's real estate office, will leave that job to oversee the Central Services Division, which runs county garages, manages its vehicle fleet and oversees purchasing.

Nothing is crueler than uncertainty, which is why County Executive Robert R. Neall has done the right thing by letting Anne Arundel's 4,000 workers know now what's in store for them.Everyone knew layoffs were coming. The stories county workers whispered to one another probably were worse than reality. At least now they know -- about 100 will lose their jobs, with up to 200 others transferred. Those who suspect their jobs are at risk can start accepting that unpleasant possibility and reviewing their options.

Although Baltimore County's new executive still hasn't formally announced any firings or hirings, three new county department heads showed up today at a staff meeting.Wayne R. Harman, 55, the new recreation and parks director; John E. Lutz, 44, central services director, and Elwood H. Banister, 56, the new fire chief, attended County Executive Roger B. Hayden's first meeting of department heads today along with Frank Welsh, Rep. Helen D. Bentley's office manager. Welsh is apparently now employed on Hayden's staff.

The awards, presented last weekend in Salt Lake City, recognize excellence in local government. Brian D. Snyder, the city of Annapolis' purchasing agent, now sees yellow garden roses out his window, an apt symbol for the new digs of six city departments and agencies. The 20,000-square-foot space, with its warm wood floors, exposed brick walls and skylighted ceilings, is a big step up for Snyder and 70 co-workers, who moved from cramped, cluttered city offices spread across downtown. In hopes of improving staff cohesion, communication and public service, the departments of Public Works, Central Services, Planning and Zoning, and Human Resources, as well as the Office of Law and the city clerk are now housed under the same roof, in the former Hopkins Furniture store on Main Street.

With the construction and renovation of the Annapolis police headquarters more than a year and a half behind schedule and riddled with flaws, city officials say they are seeking at least $5 million in corrective work from the project contractor, who said a lawsuit appears inevitable. The city kicked Hyattsville-based contractor J.G. Garcete Co. off the job in August, three months after issuing a stop-work order. Since August, officials have unsuccessfully tried to negotiate a settlement over millions of dollars in corrective work.

Anne Arundel County is looking to shed hundreds of properties in hopes of getting them back on the tax rolls, a prospect that could end up putting about 11 acres in a Crownsville neighborhood into permanent preservation. The County Council night will hold a public hearing tomorrow on whether to declare surplus land it owns on Glendale Terrace and Laurel Lane in Glen Burnie, Generals Highway near Annapolis and Melvin Avenue in West Annapolis, with the vast majority - 192 lots - in the Herald Harbor community in Crownsville.

Beleaguered merchants in the stifling Annapolis Market House could get a rent break or other concessions from the city, which acknowledged last week that it won't be able to deliver another air-conditioning system until as late as November. The brand-new system was overwhelmed by the scorching weather that hit when the historic city-owned market unofficially reopened three weeks ago. The indoor heat wave drove business away during peak tourist season and delayed the launch of some of its 11 vendors.

Nominations sought for outstanding community women Nominations for outstanding community women are being sought by the TWIN 2005 Steering Committee. Since 1986, TWIN has honored more than 500 local businesswomen who've contributed to their workplaces or the community. There is no cost for nominations, and application forms are available for interested nonprofit or community organizations. A nominee can be a paid employee of an organization, a volunteer who gives her time to the community or a professional who volunteers outside of work.

Although the $55 million increase requested by county schools is by far the largest in Baltimore County government, other departments are asking for millions more too, making the recent election mandate to cut taxes and spending doubly hard to satisfy this recession year.The major county departments have preliminary requests in for nearly $90 million more total than their current budgets, which end June 30. More increase requests may follow.County budget officers, meanwhile, project possibly $35 million more in revenue to be divided among county departments next year and virtually no increase the year after unless new taxes are found.

Baltimore County Executive C. A. Dutch Ruppersberger III announced a plan yesterday to eliminate three county departments, create two new ones and cut 44 positions in a long-planned reorganization that he called "a plan for the next 10 years."The job cuts will save the county $1.7 million next year. But Mr. Ruppersberger said the main purpose of the shake-up is to streamline county government, eliminate duplication and use workers more efficiently.All but a few of the employees affected will transfer to vacant county jobs, budget officials said.
