Crime is down 9 percent this year, city police tell us. The mayor says we're seeing "extraordinary results" and attributes the drop to her plan to target violent criminals. Meanwhile, people are being attacked in and around downtown, from Mount Vernon to Federal Hill, and five people have been killed this week, including a man shot near the baseball stadium shortly after the bars and clubs had closed. Cops say they're beefing up patrols at the Inner Harbor and neighboring communities, and people say they're scared.

Harry M. Caudill, 68, a retired lawyer and state legislator whose 1963 expose of Appalachia's social and environmental problems, "Night Comes to the Cumberlands," helped inspire President Lyndon B. Johnson's War on Poverty in the 1960s, killed himself Thursday in Pikeville, Ky. Mr. Caudill taught Appalachian history for eight years at the University of Kentucky until 1985.

The county State's Attorney's office is continuing a review of a shooting incident last Sunday in which an Edgewood woman was killed when a shotgun was fired while two men struggled over it.No charges in the shooting have been filed.Kimberly D. Nichols, 21, was shot once in the chest at her apartment at Martin Manor Apartments on Carroll Avenue shortly after 9 p.m., said state police Sgt. B.J. Caudill.Nichols was taken to Fallston General Hospital, where she was pronounced dead on arrival, Caudill said.

Robert Francis Magardo Jr., a dump truck driver and recovering alcoholic, died of cancer Friday at Stella Maris Hospice in Timonium. The Havre de Grace resident was 48. Mr. Magardo was born in Springfield, Mass., and moved with his family to Fallston in 1969. He graduated in 1976 from Bel Air High School, where he played varsity football. For the last decade, Mr. Magardo worked for Geottner Construction Co., and earlier had been a driver for Crouse Construction Co. Mr. Magardo had recently celebrated 15 years of sobriety.

A Bel Air man will be sentenced to six years in jail and pay $10,000 in restitution for a November 1991 drunken-driving accident that killed an 11-year-old girl.Alan Boris Caudill, 34, entered a plea agreement for manslaughter by vehicle and driving while intoxicated after prosecutors presented a statement of facts during a Harford Circuit Court hearing Thursday.As part of the agreement, Mr. Caudill is to be sentenced to 10 years in prison, with four years of the term to be suspended.Mr. Caudill will be formally sentenced Sept.

Howard will induct five new members into its school athletic Hall of Fame during Saturday's homecoming football game. The newest Lions' Pride Hall of Fame inductees include Willie Germany (Class of 1967), Jane Shehan (1974), John Rice (1980), Mona Jackson (1995) and DaLawn Parrish (1995). Germany was a three-sport captain in football, basketball and track, a first-team All-merican football player at Morgan State and played for the Washington Redskins, Detroit Lions, Houston Oilers and New England Patriots, winning a Super Bowl with Washington in 1973.
