Dr. Betty W. Robinson, a psychiatrist who had been director of inpatient services at the Walter P. Carter Center in downtown Baltimore and an associate professor at the University of Maryland School of Medicine, died June 19 of cancer at Gilchrist Hospice Care in Towson. The longtime Stoneleigh resident was 84. The daughter of a Baltimore & Ohio Railroad office worker and a bookkeeper, Betty Lee Wilmas was born and raised in St. Louis, where she graduated in 1944 from Wills High School.

Bernard Carter Boykin, a retired Baltimore businessman and World War II Navy veteran, died May 12 of leukemia at Gilchrist Hospice Care. He was 89. The son of a businessman and a homemaker, he was born in Baltimore and raised in Ruxton, where he spent the remainder of his life. He was a 1939 graduate of Gilman School and earned a bachelor's degree in chemistry in 1943 from Williams College. In 1954, he earned a bachelor's degree in chemical engineering from the Johns Hopkins University.

" If that wasn't clear already, check out the cover to Tha Carter IV , a slightly altered kindergarten graduation photo of Dwayne Michael Carter, age 7 (at least I don't think he had the tattoos and piercings then). "John," that album's street single, got the ultra-dark, even-danker video treatment and wonderfully features Rick Ross rapping from a wheelchair. Much has been made of Wayne's sobriety, and he's mentioned that he doesn't need sunglasses to block his bloodshot eyes now. Maybe that's why his icy stares in "John" are so ... scary?

Lil Wayne quietly dropped the second Carter IV single last night and how much you enjoy it will depend on your love of Rick Ross/Lex Luger-produced bangers (think "B.M.F. " and "MC Hammer"). Surprisingly, "If I Die Today (John)" didn't have the young Luger behind the boards — that was Polow Da Don. Even more interesting than Polow's obvious aping is the song's concept: it's Wayne and Ross' re-imagining of "I'm Not a Star," the opening, J.U.S.T.I.C.E.

Outside the Northwest Baltimore home whose white paint was now singed with black, family members of Roger Weldon Carter, killed Tuesday night in a two-alarm blaze inside the home, described him as a model father, skilled musician and recently published author who had just celebrated his 63rd birthday this month. "He was a brilliant man," said his wife, Joan Carter, who said the two have been legally separated since 1993. "He wrote books, he could draw, he taught himself how to play classical piano.

Del. Jill Carter pulled a disappearing act earlier this month, derailing Maryland's gay-marriage bill as a no-show for a committee vote, supposedly to draw attention to the plight of underfunded Baltimore schools. She has since turned up in an unlikely place for a lawmaker making a grand stand for a cash-poor city — on a list of municipal deadbeats. The city's Bureau of Treasury Management put out a long list last week of properties with delinquent taxes and municipal liens, which are scheduled to be sold in a sealed-bid tax sale on May 17. Among the properties is Carter's Glen Allen Drive home, which is assessed at $283,392 and has a lien on it for $920.61.

Charles Carter Putnam, former director of the Maryland Department of Health and Mental Hygiene, died Feb. 21 of heart failure at the Carroll Hospice Dove House in Westminster. He was 91. The son of a railroader and a saleswoman, Mr. Putnam was born in Baltimore and raised in Woodlawn. He was a 1937 graduate of Catonsville High School. He enlisted in the Army Air Forces in 1943 and served as a radar mechanic with the 316th Troop Carrier. He was discharged in 1946 with the rank of corporal.

Men's college basketball Morgan's Jackson selected to All-MEAC first team Morgan State sophomore forward Dewayne Jackson was named to the All-Mid-Eastern Athletic Conference first team. Bears junior forward Kevin Thompson (Walbrook), Coppin State junior guard Michael Harper and UMES junior guard Hillary Haley made the second team. Morgan State guard-forward Justin Black made the All-Rookie team. More honors: Seton Hill guard Matt Miller (Mount St. Joseph)
