Douglas E. Canter, who recently retired from The Sun where he worked in the composing room as a printer and proofreader, died of a heart attack Sunday at a hospital in Loris, S.C. He was 55. Mr. Canter had worked in the newspaper's composing room as a printer and proofreader from 1965 until retiring this year. He was a member of the Communication Workers of America. Born in the city and raised in Southwest Baltimore, he was a 1965 graduate of Southern High School. The former longtime Southwest Baltimore resident, who had moved to Loris after his retirement, enjoyed playing poker and visiting the racetrack and Atlantic City.

Sylvan Learning Centers Inc., Baltimore-based provider of commercial educational services, said yesterday that it would acquire closely held Canter and Associates Inc., the Cadillac provider of training-and-development programs for teachers.Sylvan said the deal to purchase the Santa Monica, Calif.-based Canter would close within a week. The price tag: $25 million in cash immediately, with additional payments of cash and restricted Sylvan stock possible should Canter meet certain performance goals.

He briefly startles at a bunch of pink balloons tied to a mailbox, but the movement barely disrupts the little Morgan's trot as he pulls Farris in a two-wheel cart. At stop signs, Image halts perfectly - vital obedience, because creeping or jigging forward could mean being struck by a car. It's all part of training for combined driving events, an equine sport that Kate Farris - and Image - love.

Two teen-age sisters were reported in good condition yesterday after a car accident near Woodland Beach in Anne Arundel County on Saturday, county police said. The accident happened about 8: 45 p.m. on Route 2 near Birdsville Road when the northbound Ford Escort in which they were passengers made a left turn into a truck traveling south, Officer John Emrick of the Southern District said. The driver of the car was the sisters' cousin, Stacy Canter, 18, of the 500 block of Eason Drive in Severn.

Wayne Canter sees a weather pattern: "I live in Perry Hall ... The Baltimore County Police Department announced yesterday the promotion of 31 members, including five sergeants promoted to lieutenants. John E. Allen, James P. Dorsey and Neil L. White will be lieutenants at the new Pikesville precinct, which is scheduled to open by April. Michael D. Schwanebeck and Scott A. Canter were also promoted from sergeant to lieutenant. Schwanebeck will work in the records section of the department, and Canter will work in forensics. In addition, the promotions of 10 sergeants, 14 corporals and two civilians were announced.
