I'm a parent. - H.K., via the Internet Named for Section 529 of the Internal Revenue Code, it is a qualified tuition plan whose withdrawals can only be used to pay for higher-education expenses. "Basic expenses covered are tuition, mandatory fees, books, supplies, equipment required by the institution and, if the student is at least half-time, it can also cover room and board," said Joseph Hurley, a certified public accountant and chief executive officer of Savingforcollege.

Chesapeake Court, a six-story, 155-unit building, opened this month at the Oak Crest Village Retirement Community in Parkville.It is the fourth and final addition to Oak Crest's Town Center neighborhood and is available for immediate occupancy, according to Senior Campus Living, developers of the village.SCL is the same firm that built and manages the 110-acre Charlestown retirement community in Catonsville that houses nearly 2,500 senior citizens.A new skilled-nursing facility at the village called the "Care Center" is under construction and is scheduled to open by June.

Glendening yesterday appointed two lawyers to judgeships on county courts.Kathleen Cox, a litigator and partner with Venable Baetjer and Howard, was named to the Circuit Court, succeeding Judge Alfred Brennan, who retired.
