To be inducted into the Silver Circle, a hall of fame established by the Washington chapter of the National Academy of Television Arts and Sciences, a person needs to have spent a quarter-century in the business of entertaining local TV audiences.Around these parts, few fit that bill better than Rhea Feikin, who's spent nearly four decades on Baltimore television, first as a kids' show host and weatherperson on WBAL, Channel 11, then as a frequent on-air presence on MPT.Only thing is, she's a little uneasy about acknowledging that this brands her as a sort of elder statesman.

Business leaders and Carroll residents will be invited to serve on two new panels advising the county school system, Superintendent William H. Hyde announced last week.Hyde said he hopes to create two 10-member committees -- a business advisory panel and a citizen advisory panel -- to meet with him regularly starting in January.The task of the business group, Hyde said, is to inform him of the needs of local companies and entrepreneurs and to discuss ways the school system can better prepare students for the work force.

The John Carroll School Parent Association is sponsoring its annual craft and country fair from 6 p.m. to 10 p.m. May 6, noon to 10 p.m. May 7, and 11 a.m. to 4 p.m. May 8 on the school's Bel Air campus, 703 Churchville Road. A new feature to the fair will be Saturday night bingo beginning at 6 p.m. The fair will also feature an all-you-can-eat Mother's Day pancake breakfast from 8 a.m. to noon May 8. The cost is $6 for adults, $4 for students and children ages 5 to 10, and free for children younger than 5. The parent association is collecting used books and white elephant items.

The Community Flea Market sponsored by the Belle Grove Improvement Association will take place from 7 a.m. until 4 p.m. Saturday in the Bingo World parking lot at Belle Grove Road and 10th Avenue.Baked goods and lunch items also will be sold. The rain date is June 17.*Attention, members of Brooklyn Park High School class of 1975. If you haven't gotten tickets for your 20-year reunion, now is the time. The reunion is scheduled from 7:30 p.m. until 12:30 a.m. Sept. 23 at Snyder's Willow Grove in Linthicum.

The new crossing guard in Taneytown took the job "to keep children safe."Dianna Fowler, 34, called herself "an overprotective mother" who wants to make sure all the children in town reach Taneytown Elementary and Northwest Middle schools safely.Ms. Fowler, mother of two elementary school children, dons her orange vest and stands at the intersection of East Baltimore Street and Baumgardner Avenue two hours a day -- 8 a.m. to 9 a.m. and again from 3 p.m. until 4 p.m."There is a lot of traffic through town, especially in the morning," she said.

Did anyone notice a somewhat befuddled looking gentleman and his two sons wandering around Glen Burnie looking for my Christmas gift? No? Well then, did anyone, perhaps, notice this same gentleman, offspring in tow, sneaking in to see "Candyman" when he was supposed to be out wandering around Glen Burnie looking for my Christmas gift?I thought so.This could possibly mean yet another holiday when, as I open my present -- odds are running good for a small teddy bear sitting in a coffee mug holding a balloon that reads "#1 Mom" -- the scent of a 7-Eleven Big Bite with chili clings to his little teddy bear hat.I'm not a difficult person to please.

West Middle School in Westminster will celebrate its 25th year as a middle school during the 1995-1996 school year.When the school was built in 1958, it was called Westminster Junior High School. When the new Westminster High was built on Washington Road, replacing what is now East Middle School, the junior high was converted into a middle school for sixth-, seventh- and eighth-graders.During its first year, it housed all middle school students from the Westminster area while the old Westminster High building was converted into East Middle.

TWO GLEN BURNIE middle schools will highlight pupil talent with after-hours events that are open to the public. Marley Middle School will showcase accomplishments throughout the school during tomorrow's Spring Fling from 4 p.m. to 7 p.m. The event will mix cultural, academic and artistic endeavors. Art and literary work will be displayed in the main lobby. In the media center, master of ceremonies Chris Kopitskie will introduce pupils Morgan Moultrie, Amanda King, Adam Long, Angela Robusto, Jordan Bass and Josh Taylor, who will read selections from literary works.

As Glen Burnie High's senior class prepares for graduation, members who have achieved excellence were honored at an awards ceremony yesterday.Awards were presented in several categories -- outside organizations, memorial awards, services awards, academic, athletic and department awards. A partial list of the awards follows, with the remaining to be published next week.Congratulations to:Kenneth A. Green: American High School Math Exam Award; Presidential Academic Fitness Award; Merit Scholarship Award.
