VS. MILWAUKEE BUCKS* WHEN: Tonight, 7:30.* WHERE: Capital Centre.* TV: Home Team Sports.* RADIO: WTOP-AM (1500) and WINX-AM (1600).* OUTLOOK: The Bullets (29-49) are on a two-game winning streak, but if they want it to continue, they had better hope Pervis Ellison avoids the refs' whistles. Ellison, who has been a major part of the Bullets' offense and defense the past month, was seldom seen Sunday in the Bullets' 101-96 victory over the Miami Heat. Early foul trouble kept him on the bench much of the afternoon.
