Washington -- Congress should force the State and Defense departments to cooperate in planning and overseeing wartime reconstruction efforts to prevent the kinds of problems that fouled rebuilding efforts in Iraq, according a new investigative report being issued today. The failure of a comprehensive unified planning effort before the Iraq invasion, and shifting oversight of the reconstruction program after the invasion, hindered the United States' ability to effectively rebuild Iraq, according to a "lessons learned report" by the special inspector general for Iraq reconstruction.

A Howard County grand jury indicted a 22-year-old man yesterday in the shooting death of an unemployed salesman who was visiting a friend at a North Laurel apartment in December.The latest development comes after the March arrest of the man, Randall Bagley, in Portsmouth, Va. He did not fight extradition to Maryland, authorities said.Prosecutors would not say what the victim, Donald R. Mitchell, 43, was doing at the apartment of his friend, Donovan O. Bowen, on Dec. 10, when three men entered and one shot him.Court records -- and previous statements by police -- suggest the shooting was drug-related.

Anyone with children of both genders knows getting boys to read a book unprompted is about as simple as getting girls to turn their eyelids inside out and gross out strangers in the grocery store.At Worthington Elementary School in Ellicott City, where teachers and parents are trying to come up with ways to keep boys interested in reading and writing, Fred Bowen tried to help yesterday.The Silver Spring resident, author of eight novels geared to children ages 8 to 12, seemed a good choice.

A 19-year-old heroin addict and petty thief will have a chance to get clean before serving a possible prison term after pleading guilty to burglary and theft, a Carroll County judge decided yesterday.Sarah Bowen thanked Circuit Judge Raymond E. Beck Sr. after he agreed to "help you help yourself" by postponing her sentencing and sending her to a 90-day drug-treatment program at the request of Judson K. Larrimore, senior public defender."I want to thank you for giving me the opportunity to do this," Bowen said.

An inmate at the county detention center awaiting trial on drug, firearm and assault counts has been charged with obstructing justice and intimidating another inmate, court records show.Bail was set at $10,000 in the latest charges against David Bowen, 37, of Westminster.Edward Dunlap Jr., a 37-year-old being held on unspecified charges at the county jail, said Bowen threatened to stab him Jan. 14, according to a complaint.Dunlap alleged that Bowen said he would "get his friends on the outside to kill his whole family," if Dunlap testified against him in a first-degree assault case.

Mary B. Mitchell, a volunteer at Maryland General Hospital, died of a stroke March 17 in Sarasota, Fla., where she lived since 1994. She was 75 and formerly lived in Roland Park and Guilford.She graduated from Maryland General Hospital School of Nursing in 1943 and worked briefly at the old Keswick Home for Incurables and as a private duty nurse.She later became president of Maryland General's Women's Auxiliary and during her tenure opened a coffee shop in the North Howard Street hospital.

Rosalie Bowen was honored by the Howard County school board this week for being named the 1997 assistant principal of the year by the Maryland Association of Secondary School Principals.Bowen, an assistant principal at Oakland Mills High School, was described by Howard Superintendent Michael E. Hickey as the "quintessential assistant principal.""She is very much a part of the high school leadership in this county," Hickey told the school board Tuesday night in recognizing Bowen's recent award.

Gundel Bowen of Annapolis is the winner of the 1996 Excellence in Volunteerism Merit Award, the Junior League of Annapolis says.Bowen represents the Anne Arundel Conflict Resolution Center on Riva Road in Annapolis. The award was established in 1992 to honor county women who volunteer their time and talent performing services that aid the community.On April 17, the JLA presented Bowen with a $500 check for her nonprofit organization and a silver bowl commemorating the honor.Bowen is a founding board member of the Anne Arundel Conflict Resolution Center and has chaired the Schools Program Committee since its beginning.

Ever since the Charles Village club The Ottobar started hosting '80s dance parties several years ago, co-owner Michael Bowen has wanted to surprise his customers with an 1880s dance party. It would be much like a 1980s dance party - just without the electricity, he would joke to his friends. On Friday, Bowen will make his uber-retro dance party a reality. Starting at 11:30 p.m., BGE is turning off the lights at The Ottobar for routine maintenance. Instead of shutting down, Bowen decided to put together an "authentic" 1880s dance party on the club's second level.

LANDOVER HILLS -- Army Staff Sgt. Collin J. Bowen had a certain exuberance that once led him to participate in - and win - a Latin dance contest on a Latin American cruise ship, even though he was one of the only English-speaking passengers on board. The priest at St. Mary Roman Catholic Church invoked this image of Sergeant Bowen at a funeral Mass yesterday for the 38-year-old soldier, who died March 14 in a Texas hospital of complications from injuries suffered in a roadside bombing in Afghanistan.

It's a familiar story. Boy meets girl in a bar. Boy and girl drink alcohol. Boy and girl retreat to a more secluded place, maybe his apartment. The next morning, there are differing interpretations of what happened next. In the Nebraska case of Tory Bowen and Pamir Safi, there was a police report, followed by charges of rape and a trial. Make that two trials. The first resulted in a hung jury. The second ended in July when the judge declared a mistrial, arguing that pre-trial publicity rallied by the accuser had botched the jury selection.
