A proposal to study converting a portion of the former Crownsville Hospital Center into a state veterans home would not hurt Anne Arundel County's efforts to secure some of the land for a park, the bill's sponsor told legislators yesterday. "I'm not worried about the property; I'm worried about [what happens to] the facilities, the brick and mortar," state Del. David G. Boschert, a Crownsville Republican, told the Health and Government Operations Committee. Boschert introduced a bill that would create a task force to study whether buildings from the old state psychiatric hospital could be used for a second Maryland residence for veterans, along with an outpatient center.

WASHINGTON - Del. David G. Boschert has dropped out of the race for the 3rd District in Congress, leaving Anne Arundel Circuit Clerk Robert Duckworth as the only Republican seeking to unseat Rep. Benjamin L. Cardin. "I'm going to bow out of the race due to a family health concern," Boschert said yesterday. "It's my son - he's had some health problems since last December. I have to be a father right now." The Anne Arundel County Republican delegate had said he would be a better candidate against Cardin than Duckworth, who announced his bid last month after being recruited by the Maryland Republican Party.

Republican state Del. David G. Boschert of Anne Arundel County filed papers with the state board of elections this week making him a candidate for Congress in the 3rd District, which includes portions of Anne Arundel, Howard and Baltimore counties and Baltimore City. Boschert, 56, is the first candidate to file in the district. The 3rd District is represented by Rep. Benjamin L. Cardin, a nine-term Democrat who will be seeking re-election next year. "No doubt about it, he is absolutely running," Cardin spokeswoman Susan Sullam said yesterday.

As some delegates distributed pink roses of peace, members of Anne Arundel County's House delegation met for the first time since a recent court dispute and elected a Democrat as chairwoman and a Republican as vice chairman. Republican Del. David G. Boschert will be the No. 2 leader to Del. Mary Ann Love, a Democrat who was re-elected chairwoman. The move follows months of partisan squabbling that culminated in a court battle. Republicans unsuccessfully sought to gain control of the delegation.

Del. David G. Boschert was knocking on doors in Piney Orchard in June when the political ground shifted under him. Boschert, a first-term Republican from Crownsville, picked up the newspaper after a hot day of campaigning in western Anne Arundel County to read that the state's highest court had just kicked Piney Orchard out of his district. "Oh, man, that was a bummer," Boschert said of the three days of misspent smiles and handshakes. But his pique didn't last long. The court ruling, a response to a challenge to the state's newly redrawn political map, etched a new House district, 33A, that was even more Republican-friendly than the one he had represented for four years.

Ethics panel ends probe of delegate over zoning talks The Anne Arundel County Ethics Commission has wrapped up an investigation of Del. David G. Boschert after he agreed in writing that he would not lobby the County Council. In an interview yesterday, Boschert denied that he ever lobbied council members. In an April 8 letter to the commission, he stated that he would "terminate any and all of the activities that the ethics commission has indicated are lobbying activities." Betsy K. Dawson, executive director of the county's ethics commission, said yesterday that she had spoken with Boschert on the telephone about his contact with council members regarding a Severna Park zoning fight.

Ethics panel is asked to review delegate's role in zoning tussle The county ethics commission plans to review a state delegate's involvement in a Severna Park zoning tussle, the delegate said yesterday. The review, prompted by information passed to the commission by County Executive Janet S. Owens, would determine whether Del. David G. Boschert, a Crownsville Republican, violated the law by acting as an unregistered lobbyist. An unsigned letter sent to Owens states that Boschert, who runs a media consulting company, was "hired" by a group of residents to attempt to secure County Council support for changing the zoning of property near the intersection of Routes 2 and 10 from residential to commercial.
