MOTANTANYANE, South Africa -- Lane K. Berk, 71, is a long way from her harbor-view Baltimore home these days as she tries to brighten the future of people in this remote and depressed African community. She is a Peace Corps volunteer. For the next two years, she will work to improve the lives of families barely surviving in an impoverished corner of the poorest of South Africa's nine provinces."I have not seen anything quite like this," says the spritely Africa veteran, as she moves around the village, with its red clay streets lined with shacks and a single, small store.

It is every homeowner's worst nightmare: the thought of launching an expensive renovation project, getting the required permits, and then finding out halfway through that the project is judged to be in violation of the law and may have to be redone. And Federal Hill property owner Lane Berk, who was sued by the city for installing a 10-foot-tall pylon that spells B-A-L-T-I-M-O-R-E atop her Federal Hill town house, has been reliving it this week in the District Court of Maryland.Acting as her own attorney, Mrs. Berk has told a story of a bumbling housing department bureaucracy that issued a permit for renovation of her house on Montgomery Street, then ordered her to build something other than the permit called for, then modified the original permit, and then sent violation notices for the work completed under the modified permit.

Seven months after the Schmoke administration sued Lane Berk for putting an orange pylon that spells B-A-L-T-I-M-O-R-E on her roof -- then reversed its stance and issued a permit for it -- some Federal Hill residents are still fighting to get the pylon out of their sight.Three board members of the Federal Hill Neighborhood Association told the city's Board of Municipal and Zoning Appeals this week that they object so strongly to the pylon that they will dip into the association treasury to help cover the costs of moving it from their view.

JACKSONVILLE, Fla. - On the evening of Sept. 20, West Virginia coach Rich Rodriguez walked to midfield at Byrd Stadium, shook hands with Maryland coach Ralph Friedgen and then made his way to the visitors' locker room wondering how a season of such promise had gone so bad, so quickly. "Maryland dominated us from start to finish that day," Rodriguez said. The 34-7 loss dropped the Mountaineers' record to 1-3 for the year, and there appeared to be no silver lining in the result. West Virginia's vaunted running game had been barely adequate, and its explosive passing game had been borderline pathetic.
