With a little luck and some donations, Carroll County dogs may soon have their day, as plans are in works for the county's first off-leash dog park. Supporters of the park - both four- and two-legged varieties - will be at the Carroll County Pet Expo on June 16, at the Carroll County Agriculture Center, hoping to drum up interest, and money, to turn plans for the Westminster park into a reality. "We have given pamphlets out around different animal places and at various veterinarians," said Laurie Walters of Westminster, one of the key proponents of the park.

With the long-proposed Westminster bypass off the drawing board, transportation planners are recommending improvements to the side roads motorists use to circumvent traffic snarls along Route 140. Among the recommendations presented to the county commissioners yesterday was one that would connect Routes 27 and 97 North to create a miniloop to divert traffic from a congested stretch of Route 140. "Most of these back roads are getting congested. They were built so long ago," said Todd R. Lang, a planner with the engineering firm that drafted the proposed Westminster Transportation Study.

The comprehensive plan Carroll County has drafted for the Westminster environs includes a four-mile connector roadway between Malcolm Drive through Bennett Cerf Drive to Route 97, sites for new county schools and regional parks, and major land use changes due to the airport and employment campus projects, said Daphne Daly, manager of the county bureau of comprehensive planning. But with eight pending annexations held up because of water shortages, the plan to expand Westminster's municipal borders to maintain the state's Smart Growth principle of clustering high-density development faces new hurdles, Westminster and county planning officials said.

Carroll's top capital budget priority for recreation projects should be continuing to build the new Sykesville Park, the Carroll County Recreation and Parks Board agreed last night.The next two priorities should be continuing renovations at the Union Mills Homestead and building a concession pavilion at Watkins Park in Mount Airy, the board agreed.The board took an unofficial vote on a list proposed of capital projects for fiscal years 1995 through 2000 at its meeting at Morgan Run School.

The County Commissioners yesterday endorsed a long-planned bicycling and walking trail that would connect Westminster Community Park and Bennett Cerf Park to downtown Westminster.The board's backing gives county officials the green light to proceed with design and construction of the three-mile-long trail, which will begin at the community pond near Sullivan Road, continue to Bennett Cerf Park on Route 27 and end in downtown Westminster.The Westminster Linear Park has been on the drawing board since 1985 as part of the county's comprehensive plan for Westminster and environs, said Richard D. Soisson, county director of recreation and parks.

WESTMINSTER -- A first-inning scoring feast was all that Westminster needed to down Thurmont, 8-3, in the losers' bracket of the District II Little League tournament on Friday.Westminster capitalized on two Thurmont errors and used three hits to score five runs in the first inning."Anything can happen in a situation like this," said Westminster head coach Butch Adams. "No team is going to give up, but I was pleased with the five runs."The win set up a situation for Carroll teams to face each other at Bennett Cerf park yesterday to decide who would advance.
