The problem: A traffic signal in Waverly is too brief to let farmers' market patrons leave a clogged parking lot. The backstory: Lorraine Tunis Doo had plenty of time to notice the problem. She and her sister-in-law sat in traffic more than 15 minutes trying to leave the parking lot of the Waverly Farmers' Market. The market is held Saturday mornings in a municipal parking lot, and drivers exit on Barclay Street, near a complicated intersection where 33rd Street, University Parkway, Merryman Lane and Barclay meet.

The Baltimore Design School, which opened this year in a former clothing factory renovated for $27 million, is closed Monday because of a water main break, school officials said. Someone - or some people - tried three times over 14 months in the early 1990s to kill Michael Smoot. This summer, they succeeded when he died from complications of his injuries from those shootings.  According to police, Smoot was at a hospice facility in Baltimore County on June 19 when he died. Detectives learned that he had been shot three times between 1992 and 1993. The first occurred April 29, 1992 in the 2000 block of Barclay Street, when he was 26 years old; the second happened September 16, 1992 in the 400 block of Heaver St. On July 26, 1993, Smoot returned to the 2000 block of Barclay Street and was shot again.  The third shooting required Smoot to seek hospice care, and medical examiners believe ultimately caused his death.

Here's what to look for if you are traveling in the Baltimore metropolitan area this week. This list of highway projects includes only newly announced work, not continuing construction.New highway projectsI-95, from Route 175 to Route 32, Howard County -- Southbound will be reduced to two lanes until 4 p.m. today, for patch work. Northbound will also be reduced to two lanes but three lanes will be available by noon today. Drivers are advised that lanes may split.West Ring Factory Road, between Route 924 and Route 24, south of Bel Air -- Will be closed to traffic from 9 a.m. to 3 p.m. Monday through Friday for reconstruction until February.

City police are investigating two separate homicides Sunday evening, one in the Barclay neighborhood on the east side and the other in Harlem Park on the west side. Officers called to the 2200 block of Barclay Street, near East 22 n d St., about 9 p.m. found a 16-year-old male suffering from multiple gunshot wounds to the face and head. The unidentified youth was pronounced dead at the scene at 9:12 p.m. At about 9:30 p.m., officers responded to the 500 block of North Calhoun Street for reports of shots fired.

Grace Willis sat in her front parlor and told me that her neighborhood, sometimes called Barclay or Greater Greenmount, is "just a wonderful place to live. " She would know, since she has lived at the corner of 22nd and Barclay for most of her life. She is known to her neighbors as the woman who likes to walk. On a walk, she showed me one of the reasons her neighborhood is the place she wants it to be. In the past few weeks, as promised, a fine-looking row of homes has risen on 20th Street.

While chatting with a neighbor this week, I learned she was planning to move to the 2200 block of Guilford Ave. She earned my respect for her decision to move to one of the newly renovated North Calvert Green homes, the sales name for fine 1890s rowhouses that have been made energy-efficient and renovated to the standard of the city's Commission for Historical and Architectural Preservation. I have long thought that the most effective way to save a neighborhood is to settle there and make a difference.
