MV: We're past the midway point of the 2013 season. What was the Orioles' biggest surprise in the first half? AM: The obvious choices for this are Chris Davis' mammoth slugging numbers and Manny Machado's rise to stardom, but I'll pick an out-of-the-box example and go with the health of the core of the Orioles lineup.

A car rental company located near BWI Thurgood Marshall Airport in Hanover was evacuated for more than four hours on Friday night after employees noticed a suspicious device and alerted police, according to the Maryland State Fire Marshal. The device, which had been made to resemble an explosive, was ultimately deemed a "hoax" after the state's bomb squad responded and approached it in the facility's vehicle return cleaning area with a robot, the fire marshal said. Officials first responded to the Avis Car Rental facility in the 7400 block of New Ridge Road about 8:28 p.m., and quickly evacuated and secured the area, said Deputy State Fire Marshal Caryn McMahon.

PARSIPPANY, N.J. -- Avis Inc., one of the nation's largest car rental operators, received an "unsolicited indication of interest" to be acquired by a publicly traded company, Avis spokeswoman Demetria Mudar said yesterday.Avis, which is owned by its employees, is in talks to be bought by HFS Inc. in a transaction that could total more than $1 billion including debt, the Wall Street Journal reported, citing people familiar with the talks. Mudar declined to identify the interested company.HFS Inc. Chairman and Chief Executive Henry Silverman neither confirmed nor denied the talks, but he said the company is interested in entering the car rental business.

WASHINGTON -- HFS Inc., the parent of Hunt Valley-based PHH Corp., plans to sell 75 percent of a stripped-down Avis Rent A Car Inc. to the public in a first-time stock sale that could raise up to $250 million.After the offering, which was expected, the new public company will be the world's largest Avis franchisee with about 540 locations. HFS will continue to own the Avis brand name and reservation system, which it acquired with Avis in October for $793 million."They wouldn't be going public unless they thought they were getting a favorable valuation," said Ryan Jacob, director of research for IPO Value Monitor.

When travelers rank the three major car-rental companies equally, all are likely to try a little harder. So consumers may soon see an extra competitive push on the part of Hertz, Avis and National - which finished in a three-way tie for top U.S. rental company in the third annual J. D. Power and Associates Domestic Rental Car Customer Satisfaction Study.The survey drew on evaluations by more than 6,000 rental-car customers at or near major U.S. airports. Power gave each of the top three a grade of 104 - higher than the industry average of 100 but in two cases lower than last year, when Hertz scored 109, National 105 and Avis 103.Budget came in slightly below the top trio this year with 101, and Thrifty scored 100 - both up from last year.

PHH Vehicle Management Services, the Hunt Valley-based car-leasing subsidiary of Cendant Corp., will be sold to Avis Rent A Car Inc. in a transaction valued at more than $5 billion.The deal comes a little more than two years after 51-year-old PHH Corp. -- which provided vehicle management, relocation and mortgage banking services through corporate clients -- was sold to a forerunner of Cendant.The terms call for Cendant to get $1.5 billion in cash and $360 million in preferred stock -- boosting Cendant's interest in Avis from 19 percent to 34 percent.

A former Baltimore County resident serving a 10-year sentence for armed robbery in federal prison has been named as a suspect in the death of his mother, who was visiting from Russia, a Baltimore County Police Department spokeswoman said Wednesday. Dmitry Yuryevich Pronin, 26, who pleaded guilty in June to robbery and a handgun charge in connection with a bank holdup in Wilmington, Del., has not been charged in his mother's death, but police spokeswoman Elise Armacost said that "the son is the suspect in the case.

EvenĀ  as the Maryland Transportation Authority has shown signs of backing down from its plan to do away with the AVI decal system for the Thomas J. Hatem Memorial Bridge which carries Route 40 over the Susquehanna River, the reason the plan was pushed so vigorously has become very clear: it would bring in a lot of money from relatively few people. The take from an individual vehicle under the state's plan to do away with the AVI decals and instead use the EZ Pass system would go from $10 a year to $72 a year, an increase of $62 per car. If each of the roughly 150,000 people who use the stickers were to switch over (and there's every reason to believe they would because the $72 a year would still be cheaper for most folks than paying the toll at each crossing)

Most of the estimated 1,000 people who crammed into Perryville High School Thursday for the hearing on Susquehanna River bridge toll increases are upset that the state wants to do away with the cut-rate AVI decal program for the Hatem Bridge on Route 40. The AVI decal allows unlimited trips across the bridge for $10 a year. The state wants to replace the decal with what it calls a discounted E-ZPass rate for commuters that will start at $36 a year in October and increase to $72 a year in 2013.

Government and business leaders in Harford and Cecil counties are gearing up to be heard on a final plan to raise tolls on the two Susquehanna River bridges. The increases proposed include ending the AVI decal for the Route 40 Thomas J. Hatem Memorial Bridge, which is popular with residents of the Havre de Grace and Perryville areas, and replacing it with E-Z Pass, but at a much steeper cost. The Maryland Transportation Authority released a formal toll increase proposal Thursday which calls for increasing the $5 base car and light truck toll on the Hatem Route 40 Bridge and the Millard Tydings I-95 Bridge to $6 effective Oct. 1 and to $8 effective July 1, 2013.
