Carroll County General Hospital has named Patricia Higgins as assistant vice president for patient care, women's and children's and support services.She will oversee inpatient and outpatient surgery and related units, the Family BirthPlace, pediatrics, shift coordinators and the staffing office, and nursing information systems.A registered nurse with a bachelor's degree, Higgins began at the hospital as director of women's and children's services in September 1996. Prior to that, she worked at St. Joseph Medical Center for 19 years.

Charles N. "Norm" Murphy, a retired CSX executive and a collector of Baltimore & Ohio Railroad memorabilia, died Monday of lymphoma at Howard County General Hospital. He was 87. Charles Norman Murphy was born in Baltimore into a B&O family. His father, Norman Murphy, had been in the railroad's operating and labor relations departments. Two uncles each had 40 years' service in the purchasing and passenger traffic departments. His mother, Bertha Murphy, was a homemaker. He was raised on Augusta Avenue, and while a junior at City College, began his railroad career in 1943 as a part-time messenger in the "GO" central telegraph office in the B&O's headquarters building at North Charles and Baltimore streets.

Susan R. Stover has been promoted to assistant vice president, loan centers/sales, a new position at Aberdeen Proving Ground Federal Credit Union. Stover will oversee APGFCU's two new Cecil County loan centers. She will manage a staff of seven and report to the senior vice president OF consumer lending. The non-cash loan centers, called My Loan Center, will offer 24/7 ATMs and serve consumers in Cecil and Harford counties. Available loans include mortgages, home equity loans and lines of credit, vehicle loans, credit cards, personal loans and other consumer loans.

Herbert Christian Forrester Jr., a retired railroad vice president, died of coronary artery disease Thursday at Mays Chapel Ridge Assisted Living. The former Cockeysville resident was 88. Born in Baltimore and raised in Windsor Hills, he was the son of attorney Herbert C. Forrester and Mary Davis, a legal secretary. He was a 1942 Forest Park High School graduate. He enlisted in the Army's Air Corps during World War II. Trained as a pilot, he served until 1945. He earned a Bachelor of Science degree in transportation at the University of Baltimore, where he also taught from 1962 to 1964.

A former assistant vice president for M&T Bank in Baltimore has been charged with mail fraud, prosecutors said, after she defrauded a federal export credit agency and an international corporation to pay American Express bills and her taxes. Rosamaria T. Somarriba is accused of taking more than $223,000 between 2006 and 2011, according to a criminal information filed Dec. 19 in federal court for the District of Maryland. Somarriba worked in the bank's international trade finance division, according to the court filing.
