Philip G. Asher, a retired federal employee, died Friday at his Sherwood Forest home from congestive heart failure. He was 90. Born in Holcomb, Mo., Mr. Asher earned a degree in education from Southeast Missouri State University in 1935. That June, he began working as a file clerk in the old Agriculture Adjustment Administration. He retired in 1972 from the former Department of Health, Education and Welfare -- now the Department of Health and Human Services. By the time of his retirement, Mr. Asher had become an expert in budget management and had a master's degree in the field from George Washington University.

Ida Lucille Asher, a homemaker and former FBI stenographer, died of respiratory failure Saturday at her Sherwood Forest home. She was 87. Born Ida Lucille Lorenzetti in Washington, she attended George Washington University before joining the FBI and working briefly in 1930s. Family members said that on occasion she took dictation from FBI chief J. Edgar Hoover. In 1939, she married Philip G. Asher, a federal government budget analyst. She spent her summers in Sherwood Forest beginning in the early 1950s and moved there permanently in 1973.

Arthur Donald Asher, who owned a paint store in Havre de Grace and was a former City Council member, died Friday at Lorien Nursing Home in Columbia. Mr. Asher, who suffered complications after bypass surgery and a stroke this year, was 80. A lifelong resident of Havre de Grace, Mr. Asher, a prominent businessman, was involved in many Harford County civic activities. His most significant achievement might be the Havre de Grace Decoy Museum, which he helped found in the 1980s. Mr. Asher served on the Havre de Grace City Council from 1965 to 1973, and was a life member of Susquehanna Hose Fire Company and a member of Elks Lodge 1564.

When 9-year-old Asher Johnson-Dorman threw loud, raving temper tantrums that lasted a half-hour or more at Kiddie Garden, his after-school child care center, owner Paula Matheos could have said the autistic child needed more than her staff could provide, and shaken Catriona Johnson's world. "As a parent, you worry that somebody's going to come and say, `Sorry, his behavior is too bad we can't take him in,'" Johnson, Asher's mother, said. "I'm not hearing that. I'm hearing, `Let's get technical assistance, let's get more information, let's get a copy of the school behavior plan, let's get more training.

Rabbi Edward Asher Freed, who said he found his most recent work as University of Maryland Medical Center chaplain the most rewarding of his varied career, died of stomach cancer yesterday at his Pikesville home. He was 58. After working as Hebrew teacher, kosher food inspector, prison chaplain and rabbi to a congregation, Rabbi Freed served for the past three years as a chaplain at the medical center and was the first Orthodox Jew to hold that position as a full-time staff member. He so enjoyed the work, he told family and friends, that he would have chosen to spend his entire career counseling hospital patients.

With jockeys boycotting races at Churchill Downs and the nationally known Shane Sellers being escorted from the track in handcuffs, the National Thoroughbred Racing Association is stepping into the exploding crisis over jockeys' insurance. D.G. Van Clief Jr., commissioner of the NTRA, said yesterday that the NTRA will convene a working group to try to resolve the dispute that cost the Breeders' Cup a marquee rider and now threatens racing at the home of the Kentucky Derby. Terry Meyocks, special assistant to the NTRA and former president of the New York Racing Association, will preside over the group.

Tight end Jamie Asher of Louisville, one of the two players the Washington Redskins drafted on the fifth round this year, signed a three-year, $536,000 contract yesterday.Asher, the third player picked on the round, got a $90,000 signing bonus and the minimum salaries for the first three years VTC -- $119,000, $149,000 and $178,000.All of the team's draft picks were at Redskin Park yesterday for the start of rookie drills without pads, but a player must be signed to participate in training camp, which opens July 20.
