Ascension Episcopal Church, one of Westminster's oldest parishes, is planning a $1.6 million expansion to accommodate its growing congregation.The church will enlarge its parish house on North Court Street in two phases, said the Rev. Ronald S. Fisher, its rector for nine years.The expansion plans won approval last week from the city's Board of Zoning Appeals. There were no opponents to the request for a variance and a special exception."Part of this story is our commitment to stay in town," said Fisher.

Herbert H. "Jack" Liggon Jr., a former Chesapeake & Potomac Telephone Co. worker and World War II veteran, died Wednesday of bone cancer at his Westminster home. He was 85. Herbert Houston Liggon Jr. was born in Washington and raised in Hagerstown. After graduating from Hagerstown High School, he briefly worked for C&P before enlisting in the Army Air Forces. Assigned to the 922nd Signal Corps, Mr. Liggon served 18 months on Guam, where he established communications facilities and was communications chief.

Charlotte H. Lowe, a homemaker and sports fan, died of melanoma Aug. 20 at her Westminster home. She was 75. Born Charlotte Huhn in Baltimore and raised in Govans, she attended Eastern High School. She was married in 1947 to John V. Lowe, who became a wrestling coach and physical education teacher at Randallstown and Milford Mill high schools. Mrs. Lowe was an Orioles, St. Louis Cardinals and Ravens fan. She was a longtime communicant and greeter at Ascension Episcopal Church, 23 N. Court St., Westminster, where a memorial service will be held at 2 p.m. Sept.

Dr. Craig Nichols Schmall, a Carroll County chiropractor, died of lung cancer Aug. 19 at his Westminster home. He was 70. Dr. Schmall was born in Baltimore and raised in Reisterstown, where he graduated from Franklin High School in 1951. He earned a bachelor's degree in biology in 1955 from what was then Western Maryland College. He served in the Army for two years as a medical officer in Korea and attained the rank of captain. After his discharge in 1957, he attended the National College of Chiropractic in Chicago and earned a degree in chiropractic medicine.
