The annual wangling for Artscape funds has now become as much a part of the city's summer tradition as the festival itself. Again, the Schmoke administration is scrambling for money to keep the music and art fair alive while hundreds of thousands of dollars intended precisely for that purpose are being hoarded in Annapolis by a crew of Schaefer loyalists who appear almost to take delight in Kurt Schmoke's fiscal struggles.The history of Artscape is a tawdry tale of petty politics. The event was conceived during the mayoral administration of William Donald Schaefer, who appointed Jody Albright, then director of art and culture, to set up a fund for Artscape donations.

It was a little over four years ago that Jane Goss first went to Savage Mill to rent a space. And what she had in mind then was to paint -- just to paint. But, as someone once said, life is what happens to you while you're making other plans.She went on a trip to the American Southwest and there she fell in love with American Indian art and culture. First it influenced her own work. Then her studio expanded and started looking more and more like a gallery, bursting with American Indian artworks and artifacts.

NEA fellowships given to three local artistsWhile the arts world has focused in recent months ocongressional debate on the future of the National Endowment for the Arts, the NEA has been going about its business of awarding grants and fellowships. Earlier this month, it gave three of its most prestigious awards to Baltimore artists.The three -- photographers Lisa Lewenz and Jeff Gates and sculptor Linda Bills -- were among 177 artists nationwide to receive the NEA's Visual Artists Fellowships.

BAUDELAIRE said that poets are the universal translators because they translate the language of the universe, stars, water, trees, into the language of man. Though it was not my goal, in some ways it has been my destiny as a poet to be a translator.However, I do not think that the act of translation should imply the abandonment of personality or the culture into which we were born. In fact, in many ways I feel that my understanding of modern art is the product of the many years I spent trying to unlock the mysteries of my own culture, of pre-Colombian art.I worked to see pre-Colombian art through the eyes of a poet rather than through the eyes of archaeology or anthropology.
