An administrative hearing to determine whether Howard County school board member Allen Dyer should be removed from the panel opened Monday with Dyer questioning fellow board member Frank Aquino for about three hours. Aquino had drafted the resolution the Howard school board approved in June asking the state school board to oust Dyer, accusing him of such violations as breaching confidentiality requirements. The state school board sent the matter to the office of administrative hearings.

Students were not the only ones who woke up early and spent the day going from classroom to classroom as the first day of the new school year arrived. Howard County Superintendent Sydney L. Cousin and school board Chairman Frank Aquino were up and out early, visiting seven schools Monday as part of Cousin's annual ritual. The two started at Howard High School just before 7 a.m., where 125 staff members, playing percussion instruments, welcomed students back to school. The teachers toted drums and formed "rhythm circles" near the school's entrance as buses pulled up. Cousin said he was impressed by the display of enthusiasm.

Shaky start Making his second spring appearance, Orioles left-hander Brian Burres failed to get through the third inning and was replaced by reliever Fredy Deza. Burres allowed two runs, both in the third inning, and five hits. He also committed a balk that allowed the tying run to score. Burres gave up a run and four hits in two innings in his debut Monday in Vero Beach. Orioles manager Dave Trembley has indicated Burres should make the club as the fifth starter or a long reliever, based on what he accomplished last season.

Martin, girlfriend of Joe Aquino. Also survived by aunts, uncles and cousins. Memorial services will be held on Tuesday 1 P.M. at the Fletcher Funeral Home, P.A., 254 E. Main St., Westminster. Interment of ashes in Meadow Branch Cemetery. Friends may call on Tuesday from noon until service time.

The Howard County school board, in the second vote this month, approved a measure that would determine which school communities are designated as capable of absorbing development. The panel voted to approve a chart that school officials craft to denote areas ripe for development under the county's Adequate Public Facilities Ordinance. According to APFO guidelines, school capacity must be deemed adequate before approve is given to residential projects, and the pace of such development must match elementary and middle school capacity.
