When Howard County's transportation chief looks at a flow chart of mass transit service in the suburbs south of Baltimore, he sees a tangle of "spaghetti mesh" that ill serves the region's workers, senior citizens and handicapped. John Powell Jr. hopes to bring order to that chaos next year by uniting Howard and Anne Arundel County bus services under a single entity that would eventually morph into the state's first regional transit authority. Annapolis and Laurel officials are considering joining the effort.

John Sis South River The No. 4 Seahawks (18-2) faced a number of obstacles -- injuries, tough competition in Anne Arundel County and two second-half deficits in the postseason -- but they were able to successfully fend off each to claim county, Class 4A East regional and state titles. South River's strong team play was on full display when the Seahawks came from behind to knock off four-time defending Class 4A state champion Bethesda-Chevy Chase in penalty kicks to claim the program's third title and first since 1997.

Two collisions in Baltimore suburbs, including a three-vehicle collision in Anne Arundel County, have forced lane closures during Monday morning's rush hour, according to the state Department of Transportation. The three-vehicle wreck in Anne Arundel County, on the inner loop of Interstate 695 prior to the Interstate 97 exit, has closed one of three inner loop traffic lanes and one of two inner loop traffic shoulders, DOT said. A person who found an injured female pit bull in Brooklyn Park 10 days ago has sparked a police animal cruelty investigation into a suspected dog fighting operation. The dog, named Princess, was found less than five miles from where another injured pit bull was found last month. Princess is being treated at the Waugh Chapel Animal Hospital , the same place the first dog, Rocky Road, was taken. She will be be released to the SPCA of Anne Arundel County when here injuries have healed.

As of 9 a.m. Friday, traffic was slow on Frederick Road westbound near I-695 in Baltimore County, due to an accident. Accidents were slowing traffic on Telegraph Road near Mayfield Road in Anne Arundel County, Route 648 near Amberly Road in Anne Arundel County and Riedel Road near Westport Lane in Anne Arundel County. Monument Street is closed between Wolfe Street and Patterson Park Avenue in East Baltimore, due to sinkhole repairs. Maryland Transit Administration bus 35 has been diverted.

While I regret the continued partition of Anne Arundel County into four separate congressional districts, I concur with Dan Rodricks ' view that congressional redistricting across the country has helped create legislative gridlock and political segregation ("Surprising benefit of redistricting: diversity," Oct. 18). While elected officials like Rep. Donna F. Edwards bemoan their own political fortunes, having districts with voters of differing viewpoints and ideologies offers a greater opportunity for less polarized representation interested in bipartisan compromise.
