Tricia Hemler says there is no safe way to walk the curvy streets from her house on Tyler Drive to nearby Font Hill Park in Ellicott City because there are no sidewalks.But Dr. Michael Zimring, who lives south of the park in the same area, says safety is his primary reason for opposing sidewalks along Old Annapolis Road near his home on Dee Jay Drive."If you put in a sidewalk, it encourages some people to walk down a street. That can be dangerous," he said, because speeding cars might jump a sidewalk and hit pedestrians.

Gov. Parris N. Glendening approved $250,000 in federal funds Tuesday to help build a half-mile trail and boardwalk connection from Old Annapolis Road to Centennial Park at Woodland Road.Howard County will provide $275,000 in matching funds; the $525,000 project will include construction of a bridge that will cross wetlands containing an abundance of plant and animal life.It is one of 19 recently awarded projects totaling $7.4 million across the state. More than $52 million has been awarded for 121 projects in Maryland through the federal Transportation Enhancement Program.

Arson is blamed for a fire that began early Saturday in a portable toilet and spread to a nearby shed outside Mount Airy Middle School, state fire marshals said.No one was injured, and damage was estimated at $7,000.About 20 firefighters from Mount Airy Volunteer Fire Company responded at 1: 51 a.m. to the 400 block of N. Main St. and brought the blaze under control in 30 minutes.The fire was fueled by more than 200 gallons of duplicating fluid stored in the shed, fire marshals said.FireMount Airy: Firefighters assisted Frederick County at 8: 02 p.m. Friday on a woods fire on Old Annapolis Road near Woodville Road.

State Highway Administration officials are reviewing a community request to add a second northbound lane on Telegraph Road between Route 174 and Route 100 in Severn.The proposal includes creating a right-turn lane on southbound Route 713 at Annapolis Road, and conducting new traffic counts at that intersection and at Route 174 and Telegraph Road.Ideas for the improvements sprung from suggestions community members gave to traffic officials in a meeting last month of the Greater Severn Improvement Association.

A case of mistaken identity caused an Edgewater man some pain Wednesday morning when a man knocked on his door and began punching him, county police said.Police said that at about 7 a.m., a man knocked on the door of a home in the 1700 block of Quantico Road. When the 44-year-old victim opened the door, the assailant began punching him inthe face.Suddenly, the assailant stopped and said: "I've got a problem. I got the wrong guy."He then left the house.Police described the assailant as a white man, about 25 years old, 5 feet 11 inches tallabout 195 pounds.

police reports in baltimore city and county: Northern Baltimore Robbery A warrant has been issued for the arrest of a 37-year-old man in the robbery of a 45-year-old female resident of the 600 block of Wyanoke Ave. of $110 at knifepoint in the woman's home about 7:30 p.m. Wednesday. Charged in a warrant with armed robbery and related offenses is Derrick Wright, of the 800 block of Bonaparte Ave. Southern Baltimore Bank burglary Police were seeking the person who broke into the Provident Bank in the 3400 block of Annapolis Road through the adjoining wall of a vacant store between Monday and Tuesday and stole a money-counting machine.

Executive Smith home after surgery Baltimore County Executive James T. Smith Jr. was back home in Reisterstown yesterday after being released from a Towson hospital, where he was admitted last week with chest pains. Surgeons at St. Joseph Medical Center performed triple-bypass surgery on Smith, 66, after discovering arterial blockages in his chest, although they said he had not suffered a heart attack. Smith was released Monday and "continues to do very well," according to a statement from his office.

Conservancy plans Earth Day event The Howard County Conservancy will present its annual Earth Day celebration from 8 a.m. to 1 p.m. tomorrow at its headquarters at Mount Pleasant Farm, 10520 Old Frederick Road, Woodstock. The Howard County Bird Club will lead a guided hike at 8 a.m. Tree planting, removing invasive plants and trail maintenance are scheduled for the morning. A guided hike is scheduled for noon. Master gardeners will demonstrate salad tables and composting during the day. Participants are encouraged to bring a picnic lunch.

It might not have lived up to its wintry billing, but Maryland's bout with snow, ice, drizzle and fog yesterday was enough to close schools, gouge highway maintenance budgets and send some motorists skidding into each other. "It turned out to be less troublesome" than predicted, said David Fidler, a spokesman for the Baltimore County Bureau of Highways. But "it's going to be an expensive one." Baltimore City said yesterday that it had spent $300,000 treating the streets and cleaning up after the storm.
