IT'S A FOOT-STOMPIN', hand-clappin' celebration when the gospel music group The Fourth performs in concert at 7 p.m. Sunday at St. Paul's Evangelical Lutheran Church.There is no admission fee to the concert, but a free-will offering will benefit the North County Emergency Outreach Network. Proceeds will be matched by the Aid Association for Lutherans Branch 1915. Donations of nonperishable food also are welcome.This will be the first time the Baltimore-based singers have performed at St. Paul's.

Students new to Glen Burnie High School this year are invited to an orientation seminar at 7 p.m. Aug. 24, in the school's main auditorium. Though the seminar is targeted at incoming ninth-graders, the information and tour will benefit all new students. Principal Oliver Wittig will address students and their parents.Although this is Dr. Wittig's first year as principal, his face is familiar to many of the staff. He was an assistant principal at Glen Burnie before leaving for his recent stint as principal of Severna Park High.

County Executive Robert R. Neall has given eligible homeowners an extra 30 days to apply for deferrals on increases in residential property taxes.Applications for the deferrals will be accepted if postmarked by June 30.Homeowners are eligible to apply if their combined household income does not exceed $30,000 and if they have used the property as their principal residence for at least five years. Applicants must be at least 65 years old or be permanently and totally disabled.Rather than having to pay a higher property tax bill, a homeowner would havea lien attached to the property in the amount of the deferred taxes plus 6 percent interest for the duration of the program.

Harford sheriff's investigators are seeking information about the shooting of a Joppatowne man who was found dead Saturday of a gunshot wound to his head.Investigators said yesterday that Michael Cory Allendorf, 31, of the 400 block of Enfield Road had been to nightclubs in Hunt Valley and York, Pa., shortly before he died, but that they still lacked details of the events that led to his death.Mr. Allendorf's body was found at 7 a.m. Saturday on the road in front of his home. His 1968 white-over-red Ford Galaxy was parked nearby.
