A tractor-trailer that flipped on the Bay Bridge last week was carrying a load too light for the gusty conditions, a situation made worse when the trailer's soft canvas wall caught the wind like a sail, transportation authorities said Friday. "The vehicle shouldn't have been there," said Sgt. Jonathan Green, a spokesman for the Maryland Transportation Authority Police. The truck's driver, James T. Savage Jr., 53 of Owings Mills, received a $90 citation for failing to obey highway signs warning of wind restrictions on the bridge, Green said.

Police identified the victim of a fatal hit-and-run accident as a 77-year-old Edgemere man. David Alexander Mack, of the unit block of Turtle Court, was standing in the northbound lane of North Point Road near Delmar Avenue Thursday night when he was struck by one vehicle and run over by another, police said Friday. Both vehicles left the scene. Mack's body was found around 9:45 p.m. He was declared dead at the scene. An investigation continues. Anyone with information is asked to call Baltimore County Police at 410-307-2020.

A 62-year-old Baltimore County woman was killed in a hit-and-run on Interstate 695 on Thursday morning, Maryland State Police said. Police say the woman, identified as Judith A. Hill of the 2800 block of Manoff Road in Lansdowne, stopped her car on the highway at about 5 a.m. for reasons police were still investigating. Police are searching for the driver and vehicle that struck her, and ask that anyone with information call the Golden Ring Barrack at 410-780-2700. Hill was found in the center median near the Edmondson Avenue ramp in Catonsville at about 7:30 a.m. and pronounced dead at the scene.

Johns Hopkins President Ronald J. Daniels formally notified the university community Tuesday of the school's intention to consider a conference affiliation for men's lacrosse. Daniels sent an email saying the shifting landscape of the sport has prompted the university to weigh the move. No formal invitations have been sent to Hopkins, and the school will set up a committee to discuss the potential move that would end 130 years of conference independence, he said. "Some traditional foes have recently announced changes in their own affiliations, changes that might limit their flexibility to continue scheduling games with us," Daniels said in the email.

At least one person was trapped after a single vehicle accident in Churchville Tuesday morning that knocked out power to the area near the accident. At 8:44 a.m., Harford County Emergency Operations broadcast an accident with rescue on Route 136 and Kragl Drive in Churchville. Maryland State Police received the call about the crash at 8:38 a.m. for a single vehicle into a pole, Sgt. Yingling at the Maryland State Police Bel Air Barrack said. The accident occurred just south of the Routes 22, 136 and 155 intersection in Churchville during a driving rainstorm.

One of two Pennsylvania men involved in an early Monday morning crash on the Harford County side of Conowingo Dam has died, Maryland State Police confirmed Monday afternoon. Anila Vadala, 28, of the 4000 block of Locust Street in Philadelphia, died following the two-vehicle accident, which occurred around 5:45 a.m. Monday on Route 1 near the dam, according to State Police. The accident involved a pickup truck and Honda, according to Sgt. Comer, duty officer at the Maryland State Police Barrack, which is investigating the crash.

One person taken to a local hospital. East Drive, 5400 block, 5:25 p.m. March 7. Robert W. Cos, a crane equipment safety consultant who raised awareness in the 1980s of the unsafe car practice called "clipping," died Sunday of pancreatic cancer at Stella Maris Hospice. The longtime Canton resident was 65. Robert William Cos, whose parents owned John's Lunch on Pier 7, was born in Baltimore and raised on South Montford Avenue in Canton. After graduating from Patterson High School in 1964, he enlisted in the Marine Corps the next year. He served in Vietnam during the war and had attained the rank of sergeant at the time of his 1969 discharge.

Employees who were barred from their offices on the Johns Hopkins at Keswick campus because of water contamination have been granted additional paid leave days, human resources officials said Friday. Employees in the campus' south building, which was closed two days, will get two days of added leave, said Pamela Paulk and Charlene Moore Hayes, executives for Hopkins' health system and university, in an email to employees who work at the North Baltimore office complex. "You will be able to use the two days as you wish," the human resources officials said.

Anne Arundel County police report that a 63-year-old man was struck by a car and killed Monday evening as he attempted to cross Ritchie Highway in the Jumpers Hole area. According to police, Raymond Richard Walkup, of no fixed address, died from injuries he sustained when he was struck by a Mercury Grand Marquis traveling southbound on Ritchie Highway, north of Jumpers Hole Road. Police were called to the scene at 7:44 p.m., and found the injured man and driver of the Mercury Grand Marquis.
