Maryland State Police say a 26-year-old Pikesville man has been charged in connection with a June crash at an I-70 park-and-ride that killed two. State police say Donneil Raeburn, 26, was indicted on charges including negligent manslaughter by auto, negligent homicide by auto and driving under the influence of alcohol. State police say he was arrested at his Pikesville home Sunday and is being held on $100,000 bond. The crash killed Mary-Kathryn Abernathy, 21, of Columbia, and Jonathan Henderson, 20, of La Plata.

In WashingtonHillary Clinton backs tough U.S. standard for drunken drivingCongress should create a national standard for drunken driving and should set it at a 0.08 percent blood alcohol level, Hillary Rodham Clinton said yesterday.The standard in New York, where Clinton is planning to run for Senate, is a more lenient 0.10 percent. Although drunken-driving deaths have been falling in recent years, such accidents still take a huge toll: 15,935 people last year."It only takes a split second for a tragedy to occur," said Clinton, who was joined by members of Mothers Against Drunk Driving.

Memorial Day proved to be a memorable weekend for coach Anthony McDonnell and his Soccer Association of Columbia/Howard County U12 Classic II girls soccer team, the Celtics. The Celtics won the 36th annual Virginian Memorial Day Soccer Tournament by beating the Alexandria Revolution White team, 2-0, in the finals. The tournament provides a venue for more than 600 boys and girls soccer teams with players 9-19 years old to compete. The teams came from several states including Colorado, Connecticut, Delaware, Florida, Georgia, Massachusetts, Michigan, Minnesota, New Jersey, New York, New Hampshire, North Carolina, Ohio, Pennsylvania, Rhode Island, Tennessee, Texas, Virginia, Maryland and West Virginia as well as Washington, D.C. and Canada.

That compared to a 16 percent average fare increase nationwide.The increases at BWI reflect a national trend toward higher ticket prices as the troubled airline industry inches its way back to profitability.

State police continue their investigation into the deaths of two people and the critical injuries to two others who had gathered for a drag race on Interstate 70 near the Baltimore County-Baltimore City line in Woodlawn early Sunday. Pronounced dead at the scene were Mary-Kathryn Michele Abernathy, 21, of the 8600 block of Hayshed Lane in Columbia, and Jonathan Robert Henderson, 20, of the 1400 block of Redwood Circle in La Plata, Charles County. Injured and reported in critical condition at Maryland Shock Trauma Center were Donneil Raeburn, 26, of the 4500 block of Dresden Road in Pikesville, and Paul Alan Duffy, 22, of the 8100 block of Sunrise Lane in Elkridge, Howard County.

WASHINGTON - U.S. regulators ruled yesterday that mobile-telephone providers' bills must list government fees separately. Customers had complained that companies hid their charges in catch-all categories. The Federal Communications Commission told carriers such as Cingular Wireless LLC and Verizon Wireless to give subscribers more details on regulatory fees, including those for transferring numbers to another carrier. The FCC also shifted oversight of the rule to the federal government from the states, drawing criticism from both Democratic commissioners.

A driver with a blood-alcohol level measured at twice the legal limit after his speeding car killed two pedestrians and struck another car on the shoulder of Interstate 70 was sentenced Tuesday to 20 years in prison. Baltimore County Circuit Judge Patrick Cavanaugh, who presided over a bench trial, found Donneil Raeburn, 27, guilty in April of two counts of manslaughter. On Tuesday, Cavanaugh imposed the maximum sentence, 10 years for each victim, and ordered that the terms be served consecutively.

ST. PETERSBURG, Fla. - The Tampa Bay Devil Rays sprinted from their dugout before the start of last night's game against the Orioles, creating a noticeable buzz in the stands. Or maybe it was the air conditioning. Enthusiasm was at a serious low for the opener of this series, failing to match the drama that unfolded. Only 11,124 showed up at Tropicana Field, and most of them bolted for the exits long before the Orioles took a 6-5 victory in 14 innings on a suicide squeeze that proved as gutsy as their refusal to lose.
