In the second year of a state test aimed at making schools more accountable, all of Maryland's 24 school districts improved their performance, with elementary grades showing the most significant gains. Despite the upward trend, hundreds of schools could be labeled as failing later this month and face sanctions because they are not improving fast enough to meet federal standards. Among the thousands of pieces of data in the Maryland School Assessment results released yesterday were a few surprises.

Boys are scoring significantly worse than girls on Maryland's annual mandatory exams - sharply depressing the statewide reading and writing scores released last week. "This gap is a problem across the state," says state schools Superintendent Nancy S. Grasmick. "I think it has taken a back seat to other gaps like with children in poverty and minority children, but this gap is very important for us to look at, too." Take Bodkin Elementary School in Anne Arundel County, where Principal Rocco Ferretti noticed several years ago that if it weren't for the test scores among boys, his school would be among the tops in Maryland.

These charts show the percentage of students in each Carroll elementary and middle school who met the excellent and satisfactory standards in each subject area in 1993 and 1994. The State Department of Education goals are for 25 percent of the students to attain the excellent level and for 70 percent to reach the satisfactory level. (The satisfactory percentage also includes those in the excellent category.) The State excluded 1993 data for third-grade reading and eighth-grade science because of concerns about the validity of those results statewide.
