Officers plotted to attack inmates after a fellow officer was assaulted

Three corrections officers are charged with beating several inmates in retaliation for attacking a fellow officer, the Baltimore City state's attorney's office said.

A city grand jury on Wednesday indicted Sgt. Kwasi Ramsey, Sgt. Jemiah Green, and Ofc. Richard Hanna for an attack on five inmates on September 30, 2013, the office said. The officers kicked and punched the inmates, and used handcuffs, radios, and mace during the attack at the Maryland Reception, Diagnostics and Classification Center Sept. 29, 2013.

The officers plotted the attack after a fellow officer was assaulted by inmates the day before, according to the indictment,

The officers are charged with conspiracy, multiple counts of first- and second-degree assault, and misconduct in office.

Several of the inmates who were victims have been indicted for the assault of the officer the night before, the office said.

Green and another officer, Lt. Michael Foy, were also indicted for another assault on an inmate on Jan. 12 at the Baltimore Central Booking and Intake Center.
