Why is the city paying for speed cameras it will never use? [Letter]

The Sun has published several lengthy articles about Baltimore City's troubled speed and red light camera system ("Trouble persisted during Baltimore speed camera tests, records show Dec. 21).

Based on the information provided, it appears that Baltimore is cutting ties with the contractor because of the contractor's failure to provide a usable and reliable system. But if so, why is Baltimore paying the contractor even more money?

Shouldn't the contractor be providing a refund to Baltimore City? I guess we will never know, because both parties agreed to a "a non-disparagement clause" in the contract termination agreement. So where is the accountability to the taxpayer?
